1. Digital authentication is recognized as a procedure for confirming the identity of an individual or the legal capacity of a legal entity when accessing services in a digital environment and facilities in cases provided for by the legislation of the Republic of Kazakhstan or by agreement of the parties.

2. Digital authentication is carried out using digital objects and means of identification that comply with the requirements of the legislation of the Republic of Kazakhstan on cybersecurity, on personal data and their protection.

3. When applying for public services, digital authentication is recognized as the appropriate expression of a person's will to receive the service, provided that it is performed in accordance with uniform requirements in the areas of digitalization and cybersecurity.

4. Digital authentication performed using multifactorial means is the basis for the emergence, modification or termination of legal relations in the digital environment, as well as for the purposes of proving legally significant actions performed in digital format.

5. Digital records of the facts of digital authentication cannot be recognized as legally invalid solely on the basis that they are presented in the form of digital data.

This Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic of Kazakhstan, the formation of a full-fledged habitat and human activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
