Article 47. Rights, duties and responsibilities of students and pupils The Law on Education
1. Citizens of the Republic of Kazakhstan, foreigners and stateless persons permanently residing in the Republic of Kazakhstan have the right to choose educational institutions and forms of education in accordance with the admission conditions.
2. Persons receiving education are students or pupils.
Students include students, cadets, cadets, trainees, undergraduates, interns, resident doctors, and doctoral students.
Pupils include people who study and are being educated in preschool and boarding schools.
3. Students and pupils have the right to:
1) receiving high-quality education in accordance with state mandatory education standards;
2) education within the framework of the state mandatory standards of education according to individual curricula, abbreviated educational programs by decision of the Council of the educational organization;
3) choosing alternative courses according to the curricula;
4) obtaining additional educational services and knowledge according to their inclinations and needs on a paid basis;
5) participation in the management of the educational organization;
6) restoration and transfer from one educational institution to another, from one specialty or educational program of higher education to another, from a paid basis to study under a state educational order or from one form of study to another;
7) free use of information resources in educational organizations, including in an accessible form for persons with disabilities, children with disabilities, provision of textbooks, educational and methodological complexes, including those made for persons with disabilities, children with disabilities;
8) free use of sports, reading rooms, assembly halls, computer labs and library;
9) obtaining information on the employment situation in accordance with the legislation of the Republic of Kazakhstan;
10) free expression of one's own opinion and beliefs;
11) respect for one's human dignity;
12) encouragement and remuneration for academic, scientific and creative achievements.
4. Students and pupils of all full-time education organizations, regardless of departmental subordination, have the right to:
1) preferential travel by public transport (except taxi) by decision of local representative bodies;
2) combining education with work in your free time;
3) deferral from conscription in accordance with the legislation of the Republic of Kazakhstan.
5. For medical reasons and in other exceptional cases, the student may be granted academic leave.
5-1. Children with deviant behavior who are registered with the internal affairs bodies are enrolled in organizations of additional education for children as a matter of priority in a proactive format and/or registered in the information system to place a state sports and/or creative order in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
6. Citizens who have graduated from educational institutions have equal rights when applying to next-level educational institutions.

7. Students, interns, undergraduates, doctoral students, resident doctors, students of preparatory departments of organizations of higher and (or) postgraduate education who study in educational organizations under a state educational order in full-time education may be paid a state scholarship. The rules for the appointment and payment of a state scholarship, as well as its size, are approved by the Government of the Republic of Kazakhstan.
The state nominal scholarship is paid to the most gifted undergraduates of organizations of higher and (or) postgraduate education and full-time students of organizations of higher and (or) postgraduate education of the Republic of Kazakhstan on the basis of decisions of academic councils of organizations of higher and (or) postgraduate education.
Persons with visual and hearing disabilities, orphaned children and children left without parental care and under guardianship, as well as students and undergraduates who have only excellent grades according to the results of the next intermediate certification of students, are eligible to receive an increased state scholarship, the amount of which is determined by By the Government of the Republic of Kazakhstan.
Nominal scholarships established by individuals and legal entities are awarded to full-time students in organizations of technical and vocational, post-secondary, higher and (or) postgraduate education.
The amount of nominal scholarships and the procedure for their payment are determined by the bodies and persons who established them.
8. Excluded by the Law of the Republic of Kazakhstan dated 24.10.2011 No. 487-IV (effective after ten calendar days after its first official publication).
9. Students are provided with places in dormitories by educational organizations in accordance with the procedure determined by the authorized body in the field of education.
10. It is not allowed to distract students and pupils from the educational process.
10-1. It is not allowed for students and pupils to use a cellular subscriber device in secondary education organizations during the educational process, except in cases provided for in short-term curricula for educational purposes.
11. Orphaned children and children left without parental care, who study and (or) are brought up in educational institutions for orphaned children and children left without parental care, are provided with full state support.
12. Certain categories of students and pupils are provided with other benefits in accordance with the legislation of the Republic of Kazakhstan.
13. Students studying on the basis of a state educational order in organizations of technical and vocational, post-secondary, higher and (or) postgraduate education are entitled to preferential travel during winter and summer holidays on intercity rail and road transport (except taxis).
14. Students and pupils are required to acquire knowledge, skills, practical skills and competencies in accordance with the requirements of state mandatory education standards, comply with internal regulations, and comply with other requirements stipulated by the charter of the educational organization and the agreement on the provision of educational services.
15. Students and pupils are obliged to take care of their health, strive for spiritual and physical self-improvement.
15-1. Students in secondary education institutions are required to comply with the requirements for compulsory school uniforms established by the authorized body in the field of education.
Students in other educational institutions are required to follow the uniform prescribed by the educational organization.
16. Students and pupils are obliged to respect the honor and dignity of the teacher, the traditions of the educational institution in which they study.
17. Citizens of the Republic of Kazakhstan from among rural youth enrolled within the quota established by subparagraph 3) paragraph 8 of Article 26 of this Law, for training in pedagogical, medical, veterinary and agricultural specialties, must be completed within the time limits and in accordance with the procedure determined by the Government of the Republic of Kazakhstan.
Citizens of the Republic of Kazakhstan who have enrolled in pedagogical and medical specialties on the basis of a state educational order are required to work within the time limits and in the manner determined by the Government of the Republic of Kazakhstan.
Citizens of the Republic of Kazakhstan who have studied in other specialties on the basis of a state educational order are required to work for at least three years in accordance with the procedure determined by the Government of the Republic of Kazakhstan.
Citizens of the Republic of Kazakhstan who have enrolled in doctoral studies under the Doctor of Philosophy (PhD) program on the basis of a state educational order are required to work within the time limits and in the manner determined by the Government of the Republic of Kazakhstan.
Citizens of the Republic of Kazakhstan who have completed their doctoral studies under the doctor's degree program on the basis of a state educational order are required to complete their studies within the time limits and in accordance with the procedure determined by the Government of the Republic of Kazakhstan..
The operator of the authorized body in the field of education is responsible for monitoring and monitoring compliance with the fulfillment by the persons specified in this paragraph of their duties to work out or reimburse budget expenditures in case of non-work.
Citizens of the Republic of Kazakhstan from among rural youth who have enrolled within the quota established by subparagraph 6) of paragraph 8 of Article 26 of this Law for training in pedagogical, technical and agricultural specialties are required to work within the time limits and in the manner determined by the Government of the Republic of Kazakhstan.
The citizens of the Republic of Kazakhstan specified in this paragraph shall work out in proportion to the time of their actual training under the state educational order after graduation from the organization of higher and (or) postgraduate education within the period determined by the Government of the Republic of Kazakhstan, in the following cases::
1) in connection with the performance of work obligations;
2) in connection with the death of a student (young specialist), confirmed by relevant documents;
3) in case of establishment of disability of the first or second group during the period of service;
4) in connection with exemption from the obligation to work out in the cases provided for in paragraph 17-2 of this Article.
17-4. For non-fulfillment of the training obligation provided for in paragraph 17 of this article, the young specialist is obliged to reimburse the expenses incurred from budgetary funds in connection with his training, except for the cases provided for in paragraph 17-2 of this article, to the budget.
Reimbursement of expenses incurred from budgetary funds is carried out in proportion to the period actually worked out.
17-5. The limitation period does not apply to the claims of the operator of the authorized body in the field of education for reimbursement of budget expenditures in case of non-fulfillment by young specialists of the work obligation provided for in paragraph 17 of this article.
18. For violation of duties by students, pupils, disciplinary measures may be applied to them, provided for by the internal regulations and the charter of the educational organization, or other measures provided for by the agreement on the provision of educational services.

This Law regulates public relations in the field of education, defines the basic principles of state policy in this field and is aimed at ensuring the constitutional right of citizens of the Republic of Kazakhstan, as well as foreigners and stateless persons permanently residing in the Republic of Kazakhstan, to education.
