1. The basic tools of the National Qualifications System define the basis for the formation of professional qualifications.

2. The basic tools of the National Qualifications System are:

1) National qualifications framework;

2) Industry qualifications framework;

3) professional standards and qualification requirements;

4) the register of professions.

3. The national Qualifications Framework consists of a description of the general characteristics of professional activity and educational level for each qualification level.

The development and/or updating of the national qualifications framework is carried out by the authorized body jointly with authorized bodies in the field of education, science and higher education.

4. The industry qualifications framework is developed on the basis of the National Classifier of Occupations of the Republic of Kazakhstan, the national qualifications framework and classifies the qualification requirements of a specialist by levels depending on the complexity of the work performed and the nature of the knowledge, skills and competencies used in the industry.

The development and (or) updating of the sectoral qualifications framework is carried out by sectoral government agencies in accordance with the procedure determined by the authorized body.

When developing and/or updating the sectoral qualifications framework, the need of the labor market for the recognition of professional qualifications is taken into account, taking into account the relevance of professions in the current and future periods within the framework of the national labor forecasting system, as well as regional maps of the need for professions (if available).

The sectoral qualifications framework is approved by the sectoral Councils for Professional Qualifications.

5. The development and (or) updating of professional standards is carried out by sectoral government agencies on the basis of the National Classifier of Occupations of the Republic of Kazakhstan, the sectoral qualifications framework in the manner determined by the authorized body.

The approval of professional standards is carried out by sectoral government agencies in coordination with the Sectoral Council for Professional Qualifications and the authorized body, taking into account the conclusion of the National Chamber of Entrepreneurs of the Republic of Kazakhstan, which is advisory in nature.

The list of approved professional standards is maintained by the authorized body on the digital platform of the National Qualifications System.

Financing of the development of professional standards is carried out by sectoral government agencies at the expense of budgetary funds based on the recommendations of the National Council for Professional Qualifications in accordance with the methodology for calculating the cost of developing professional standards determined by the authorized body.

Associations (associations, unions) of employers, in coordination with sectoral government agencies, may, at their own expense, prepare a draft professional standard and send it for consideration to the sectoral government agency.

Educational programs of technical and vocational, post-secondary, higher and postgraduate education, as well as vocational training programs should be focused on learning outcomes and take into account the requirements of relevant professional standards within the framework of the integrated development of the National Qualifications System.

6. Professions for which professional qualifications are recognized are included in the register of professions based on the recommendations of the National Council for Professional Qualifications in accordance with the procedure determined by the authorized body.

The formation, updating and maintenance of the register of professions are carried out by the authorized body on the digital platform of the National Qualifications System in accordance with the procedure determined by it.

This Law regulates public relations in the field of recognition of professional qualifications within the framework of the National Qualifications System.
