1. The certification center performs the following functions:

1) issues electronic digital signature tools;

2) issues, stores, and revokes electronic digital signature public key certificates;

3) approves the policy for the use of electronic digital signature public key certificates;

4) provides, free of charge, a timestamp service confirming the moment of existence of an electronic digital signature in an electronic document, in accordance with the rules for the formation and verification of the authenticity of an electronic digital signature approved by the authorized body;

5) provides, free of charge, a service for listing revoked electronic digital signature public key certificates and an online service for verifying the revocation status of an electronic digital signature public key certificate;

6) keeps records of valid and revoked electronic digital signature public key certificates;

7) provides certificates of electronic digital signature of users, as well as information about their revocation to the root certification center of the Republic of Kazakhstan;

8) revokes electronic digital signature certificates upon request from the owner, signed with the private key of the electronic digital signature, the electronic digital signature certificate of which was issued by the national certification center of the Republic of Kazakhstan.

2. The certification center is obliged to take all necessary measures to prevent the loss, modification and forgery of the stored public keys and private keys of the electronic digital signature.

3. The certification center ensures the protection of information about the holders of electronic digital signature certificates and discloses them in cases stipulated by the laws of the Republic of Kazakhstan.

4. For non-fulfillment of the obligation provided for in paragraph 2 of this Article, the certifying center shall be liable in accordance with the laws of the Republic of Kazakhstan.

5. The rules for issuing, storing, and revoking certificates of the electronic digital signature public key, and confirming the ownership and validity of the electronic digital signature public key by the certifying center are approved by the authorized body.

6. Copies of electronic digital signature public key certificates are stored in the relevant certification centers in accordance with the procedure determined by the authorized body.

7. The retention period of revoked electronic digital signature public key certificates in certification centers is at least five years from the date of revocation.

8. Upon expiration of the period specified in paragraph 7 of this Article, the revoked certificates of the public key of the electronic digital signature shall be archived in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
