Article 6. Citizens of the Republic of all nationalities, united by a common historical destiny with the Kazakh nation, together with it constitute the united people of Kazakhstan, which is the sole bearer of sovereignty and source of state power in the Republic of Kazakhstan, exercises state power both directly and through state bodies elected by them on the basis of the Constitution and laws of the Republic of Kazakhstan. Citizens of the Republic, regardless of their nationality, religion, membership in public associations, origin, social and property status, occupation, place of residence, have equal rights and duties.
Persons residing in the territory of the Republic of Kazakhstan who are not its citizens enjoy the rights and freedoms, as well as bear the duties established by the Constitution, laws and interstate treaties of the Republic of Kazakhstan, with the exception of exceptions established by laws and interstate treaties of the Republic.
Encroachment on civil equality is prosecuted by law.

The Supreme Council of the Republic of Kazakhstan, expressing the will of the people of Kazakhstan, recognizing the priority of individual rights and freedoms enshrined in the Universal Declaration of Human Rights and other universally recognized norms of international law, reaffirming the right of the Kazakh nation to self-determination, based on the determination to create a civil society and a rule-of-law state, pursuing a peaceful foreign policy, declaring its commitment to the principle of non-proliferation of nuclear weapons and the disarmament process, solemnly proclaims the state independence of the Republic of Kazakhstan.
