1. The education financing system is a combination of national and local budgets and other sources of income.

2. The education financing system is based on the principles of:

1) Efficiency and effectiveness;

2) priorities;

3) transparency;

4) responsibility;

5) differentiation and independence of all levels of budgets.

3. The sources of education financing are:

1) budgetary financing of the maintenance of state educational institutions;

2) budgetary financing of the state educational order;

3) income from the provision of paid services that do not contradict the legislation of the Republic of Kazakhstan;

4) loans from financial institutions;

4-1) budgetary financing of scholarship programs;

5) charitable assistance, gratuitous contributions and donations, grants, contributions from founders (participants) of educational organizations, funds from investment income of endowment funds (endowment funds).

The sources of financing for the state educational order for the training of personnel with higher and postgraduate education are funds from the national and local budgets.

The sources of financing budgetary investment projects implemented within the framework of the pilot national project in the field of education are funds from the state budget, the National Fund of the Republic of Kazakhstan and other sources not prohibited by the legislation of the Republic of Kazakhstan.  - The third part of paragraph 3 is valid until 01.01.2026 in accordance with the Law of the Republic of Kazakhstan dated 30.12.2022 No. 177-VII.

The Law of the Republic of Kazakhstan dated July 27, 2007 No. 319-III.

This Law regulates public relations in the field of education, defines the basic principles of state policy in this field and is aimed at ensuring the constitutional right of citizens of the Republic of Kazakhstan, as well as foreigners and stateless persons permanently residing in the Republic of Kazakhstan, to education.
