Article 63. Extinguishing fires The Law on Civil Protection
1. Fire extinguishing is an action aimed at extinguishing fires, saving people and property of individuals and legal entities.
Extinguishing fires in the territories of populated areas, strategic, especially important state facilities and life support facilities of state property is carried out by the state fire service.
The procedure for involving and interacting the state fire service with industry fire services to extinguish fires at the facilities of the national security and defense authority of the Republic of Kazakhstan, air, inland waterway and railway transport is regulated by agreements between the authorized body and relevant government agencies.
The procedure for involving the state fire service to extinguish forest fires is carried out in accordance with Article 65-1 of the Forest Code of the Republic of Kazakhstan.
Extinguishing of steppe fires, as well as fires in populated areas where there are no units of the state fire service, is carried out by local executive bodies in the relevant territory.
2. The head of the authorized body is the senior operational chief for all fire services.
The heads of the state fire service bodies in the regions, cities of republican significance, the capital, districts, and cities of regional significance are senior operational chiefs in relation to fire services located in the respective territories.
3. The procedure for the use of forces and means included in the garrison of the fire service is determined by the schedule of departure of units of the garrison of the fire service, and in rural areas – by the plan for attracting forces and means to extinguish fires.
The unified numbers "101" and "112" are established for calling fire service units in the telephone networks of settlements.
4. The departure of fire service units to extinguish fires is carried out unconditionally.
5. The fire extinguishing is supervised by a senior official of the garrison fire service who has arrived at the fire.
The head of fire extinguishing on the principles of unity of command manages the personnel involved in the performance of fire extinguishing tasks, as well as the forces involved in extinguishing the fire.
No one has the right to interfere in the activities of the fire extinguishing manager except by removing him from his duties in accordance with the procedure established by the legislation of the Republic of Kazakhstan and assuming leadership or appointing another official.
6. In case of emergency situations not related to fire extinguishing, the forces and means, with the exception of money, of the state, professional and industry fire service are placed at the disposal of the emergency response manager.
7. The fire extinguishing supervisor has the right:
1) involve the forces and means of professional, industry-specific fire fighting services and voluntary fire fighting units, including transport and other logistical means, to extinguish the fire;
2) suspend the operation of workshops and facilities for the duration of fire extinguishing operations, and order the evacuation of people and property from the danger zone.
8. Employees of the state fire service have the right to extinguish fires.:
1) freely enter the territory, housing and other premises, land plots belonging to individuals and legal entities, to take measures aimed at saving people, carrying out emergency rescue operations, with the exception of premises, land plots occupied by diplomatic missions, consular offices of foreign states, as well as representative offices of international organizations, in order to ensure the personal safety of citizens in case of fires, to take measures aimed at saving them, preventing the spread of fire and extinguishing the fire;
2) to open, if necessary, closed doors, windows, roof, as well as enclosing structures to take measures aimed at preventing the spread of fire and extinguishing the fire.;
3) for the actions provided for in subparagraphs 5) and 7) of paragraph 3 of Article 33 of this Law.
9. Material damage caused during fire extinguishing is subject to compensation in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
Employees of fire fighting services and volunteer firefighters who lawfully acted in extinguishing the fire are exempt from compensation for damage caused.

This Law regulates public relations arising in the process of carrying out civil protection measures and is aimed at preventing and eliminating natural and man-made emergencies and their consequences, providing emergency medical and psychological assistance to the population in the emergency zone, ensuring fire and industrial safety, and also defines the main tasks and organizational principles of building and the functioning of the civil defense of the Republic of Kazakhstan, the formation of, storage and use of the state material reserve, organization and activities of emergency services and formations.
