Article 65. Administrative responsibility of minors of the Code of the Republic of Kazakhstan On Administrative Offenses  

     1. Minors covered by this chapter are recognized as persons who, at the time of the commission of an administrative offense, were sixteen but under the age of eighteen.

     2. An administrative penalty may be imposed on a minor who has committed an administrative offense using educational measures.
