1. Spatial organization of settlement and placement of productive forces on the territory of the Republic of Kazakhstan, regions, development and arrangement of interuniverse territories, planning of development and development of territories of settlements, including zones of their influence, or separate parts of the settlement are carried out comprehensively on the basis of urban planning projects.

Urban planning projects are an integral part of the state urban planning cadastre and are subject to mandatory entry into the automated digital system of the state urban planning cadastre in accordance with the rules for registration in the automated digital system of the state urban planning cadastre of urban planning projects, pre-design and design estimates, as well as objects of architectural, urban planning and construction activities. Information on the development, implementation, and updating of urban planning projects is mandatory to be entered into the automated digital system of the state urban planning cadastre.

2. Compliance with urban planning decisions established by approved urban planning projects is mandatory when drawing up design assignments, architectural and planning assignments, and when developing architectural and construction projects.

3. Urban planning projects are divided into:

1) projects for the organization and planning of the development of territories of national importance;

2) urban planning projects for the development of territories of regional importance;

3) urban planning projects for the development and development of settlements (including their suburban territories or without them);

4) projects of urban development of interuniverse territories for the construction of industrial complexes or other closed-type facilities.

4. Urban development projects of national importance include:

1) general scheme of organization of the territory of the Republic of Kazakhstan;

2) interregional schemes of territorial development.

5. Urban development projects of regional importance include:

1) complex schemes of urban planning of the territory of the regions;

2) complex schemes of urban planning of the territory of districts.

6. Urban planning projects for the development and development of settlements include:

1) general plans of cities with an estimated population of over one hundred thousand people;

2) master plans of cities with an estimated population of up to one hundred thousand people;

3) general plans of settlements with a population of over five thousand people;

4) schemes for the development and development of settlements (simplified master plan) with a population of up to five thousand people;

5) projects of urban development of separate parts of territories of settlements (projects of detailed planning).

7. The development of urban development projects of national importance within the framework of the state assignment is carried out by the republican state enterprise on the right of economic management in the field of state urban planning and cadastre, established by decree of the Government of the Republic of Kazakhstan.

8. Financing of the development and adjustment of general plans (schemes of development and development) of settlements is carried out exclusively at the expense of the local budget.

The terms of reference for the development of urban planning projects for the development and development of settlements are subject to consideration by the Architectural and Urban Planning Council.

The choice of the developer of urban development and settlement development projects is carried out in accordance with the legislation of the Republic of Kazakhstan on public procurement.

This Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic of Kazakhstan, the formation of a full-fledged habitat and human activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
