Article 7. Competence of other authorized state bodies in the field of gas and gas supply The Law on Gas and Gas Supply
1. Excluded by Law of the Republic of Kazakhstan dated December 30, 2019, No. 297‑VI (entered into force ten calendar days after the date of its first official publication).
2. Authorized body in the field of industrial safety:
1) repealed by the Law of the Republic of Kazakhstan dated 29.09.2014 No. 239-V (entered into force ten calendar days after the date of its first official publication);
2) develops and approves safety requirements for gas supply system facilities.
2-1) carries out state control in the field of gas and gas supply, with respect to compliance with the requirements for the safe operation of household cylinders and gas supply system facilities, with the exception of gas‑consuming systems and gas equipment for household and communal consumers;
2-2) maintains and publishes on its website a register of owners of gas filling stations, gas filling points, vehicle gas filling stations, and industrial consumers — owners of pressure vessels used to store liquefied petroleum gas.
3) exercises other powers provided for by this Law, other laws of the Republic of Kazakhstan, and acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

4. The authorized body responsible for overseeing the relevant areas of natural monopolies:
1) approves the maximum prices for the wholesale sale of commercial gas on the domestic market, as well as the wholesale and retail sale of liquefied petroleum gas within the framework of the supply plan, and the rules for establishing these prices;
1-1) approves the list of investment projects for the production of petrochemical products;
2) exercises other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.
4-1. The authorized body in the field of state industrial stimulation:
1) approves the list of investment projects for the production of oil and gas chemical products;
2) exercises other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.
4-2. The state revenue authority:
1) provides the authorized body with information on the turnover of liquefied petroleum gas;
2) develops and approves the rules for assigning personal identification numbers‑codes for the turnover of liquefied petroleum gas.
5. Local executive bodies of regions, cities of republican significance and the capital, districts (cities of regional significance):
1) carry out state control over compliance with the requirements for the safe operation of gas‑consuming systems and gas equipment for household and utility consumers;
1-1) within the scope of their competence, carry out control over the circulation of liquefied petroleum gas sold under the liquefied petroleum gas supply plan for the domestic market of the Republic of Kazakhstan;
1-2) carry out, in accordance with the procedure determined by the authorized body, the distribution of volumes of liquefied petroleum gas allocated under the supply plan outside commodity exchanges.
1-3) establish commissions for the distribution of liquefied petroleum gas volumes;1-4) develop and approve regulations for the commission responsible for the distribution of liquefied petroleum gas volumes;1-5) submit quarterly reports to the authorized body regarding the demand of the relevant region, city of republican significance, or capital for liquefied petroleum gas for the upcoming quarter, broken down by month.
1-6) maintain and publish on an online resource the register of owners of group tank installations and the list of producers of liquefied petroleum gas;
2) participate in the implementation of the general gasification scheme of the Republic of Kazakhstan, and also monitor the implementation of the regional gasification scheme of the Republic of Kazakhstan;
2-1) develop and approve the regional gasification scheme of the Republic of Kazakhstan in coordination with the authorized body.
1) submit to the authorized body a forecast of liquefied petroleum gas consumption in the region, the city of republic significance, and the capital;
2) submit to the authorized body information on the sale and consumption of liquefied petroleum gas in the region, the city of republic significance, and the capital;
3) submit to the authorized body a list of facilities planned for commissioning within the unified system supplying commercial gas to industrial consumers, including the volumes of commercial gas consumption and the dates of commissioning;
5) reserve, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, land plots on which the construction of gas supply system facilities is envisaged by the general gasification scheme of the Republic of Kazakhstan;
6) provide land plots in accordance with the procedure established by the legislation of the Republic of Kazakhstan for the construction of gas supply system facilities;

This Law defines the legal, economic and organizational bases for regulating public relations in the field of gas and gas supply in the Republic of Kazakhstan and is aimed at creating conditions for meeting the domestic gas needs of the Republic of Kazakhstan, as well as for efficient, reliable and safe operation of gas supply facilities.
