1. Excluded by the Law of the Republic of Kazakhstan dated December 30, 2019 No. 297-VI (effective ten calendar days after the date of its first official publication).

2. Authorized body in the field of industrial safety:

1) excluded by the Law of the Republic of Kazakhstan dated 09/29/2014 No. 239-V (effective ten calendar days after the date of its first official publication);

2) develops and approves requirements for the safety of gas supply facilities;

2-1) carries out state control in the field of gas and gas supply in terms of compliance with the requirements for the safe operation of household cylinders and facilities of gas supply systems, with the exception of gas-consuming systems and gas equipment for domestic and communal consumers;

2-2) maintains and publishes on its Internet resource a register of owners of gas filling stations, gas filling stations, gas filling stations and industrial consumers - owners of pressure vessels that use them to store liquefied petroleum gas;

3) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

4. The authorized body responsible for the management of the relevant areas of natural monopolies:

1) coordinates the marginal prices of wholesale sales of commercial gas on the domestic market, wholesale and retail sales of liquefied petroleum gas within the framework of the supply plan, as well as the rules for their establishment;

1-1) approves the list of investment projects for the production of petrochemical products;

2) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

4-1. Authorized body in the field of state stimulation of industry:

1) approves the list of investment projects for the production of petrochemical products;

2) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

4-2. The State revenue body provides the authorized body with information on the turnover of liquefied petroleum gas.

5. Local executive bodies of regions, cities of republican significance and the capital, districts (cities of regional significance):

1) carry out state control over compliance with the requirements of safe operation of gas-consuming systems and gas equipment for domestic and communal consumers;

1-1) within their competence, they control the turnover of liquefied petroleum gas sold within the framework of the plan for the supply of liquefied petroleum gas to the domestic market of the Republic of Kazakhstan;

1-2) The distribution of volumes of liquefied petroleum gas allocated under the supply plan outside commodity exchanges is carried out in accordance with the procedure determined by the authorized body.;

1-3) create commissions for the distribution of volumes of liquefied petroleum gas;

1-4) develop and approve regulations on the commission for the distribution of volumes of liquefied petroleum gas;

1-5) provide quarterly to the authorized body the demand of the relevant region, city of republican significance, capital for liquefied petroleum gas for the upcoming quarter, broken down by month;

1-6) maintain and publish on the Internet resource a register of owners of group tank installations, a list of producers of liquefied petroleum gas;

2) participate in the implementation of the general gasification scheme of the Republic of Kazakhstan, as well as monitor the implementation of the regional gasification scheme of the Republic of Kazakhstan;

2-1) develop and approve the regional gasification scheme of the Republic of Kazakhstan in coordination with the authorized body;

3) submit to the authorized body a forecast of consumption of liquefied petroleum gas in the territory of the region, the city of republican significance, the capital;

4) submit to the authorized body information on the sale and consumption of liquefied petroleum gas in the territory of the region, the city of republican significance, the capital;

5) reserve land plots in accordance with the procedure established by the legislation of the Republic of Kazakhstan, on which the general scheme of gasification of the Republic of Kazakhstan provides for the construction of gas supply facilities;

6) provide land plots in accordance with the procedure established by the legislation of the Republic of Kazakhstan for the construction of gas supply facilities;

6-1) carry out state control over compliance with the requirements for the safe operation of household cylinders and facilities of gas supply systems for domestic and communal consumers within the boundaries of the settlement;

6-2) approve consumption standards for commercial and liquefied petroleum gas;

6-3) agree on a list of investment projects for the production of petrochemical products;

6-4) approve the coefficients for converting volumetric indicators of liquefied petroleum gas metering devices into mass indicators;

7) exercise, in the interests of local government, other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan.

The Law of the Republic of Kazakhstan dated January 9, 2012 No. 532-IV.

This Law defines the legal, economic and organizational bases for regulating public relations in the field of gas and gas supply in the Republic of Kazakhstan and is aimed at creating conditions for meeting the domestic gas needs of the Republic of Kazakhstan, as well as for efficient, reliable and safe operation of gas supply facilities.
