Article 7. Powers of the central and local executive bodies of the Republic of Kazakhstan on the protection of the rights of the child in the State of the Law on the Rights of the Child in the Republic of Kazakhstan
1. The powers of the authorized body in the field of protection of children's rights of the Republic of Kazakhstan include:
1) implementation of strategic, regulatory, implementation and control functions within its competence;
2) on the basis of and in pursuance of the main directions of the domestic and foreign policy of the state, defined by the President of the Republic of Kazakhstan, and the main directions of the socio-economic policy of the state, its defense capability, security, and public order, developed by the Government of the Republic of Kazakhstan, the formation of state policy in the field of protection of children's rights in accordance with the legislation of the Republic of Kazakhstan;
3) implementation of international cooperation in the field of protection of children's rights;
4) coordination of the activities of other interested authorized bodies in the field of child rights protection, including in the field of international cooperation;
5) implementation of coordination and methodological guidance of local executive bodies in the field of child rights protection;
6) the establishment of state minimum social standards aimed at improving the lives of children;
7) development and approval of regulatory legal acts in the field of protection of children's rights in accordance with the main goals and objectives of this Law and the legislation of the Republic of Kazakhstan;
8) exercise of other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.
1-1. The powers of the central executive bodies for the protection of the rights of the child include:
1) implementation of international cooperation in the field of protection of children's rights;
2) development and approval of regulatory legal acts in the field of protection of children's rights in accordance with the main goals and objectives of this Law and the legislation of the Republic of Kazakhstan;
3) exercise of other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

3. The powers of local executive bodies for the protection of children's rights include:
1) excluded by the Law of the Republic of Kazakhstan dated 07/03/2013 No. 124-V (effective after ten calendar days after its first official publication);
1-1) ensuring the implementation of state policy in the field of protection of children from information harmful to their health and development;
2) participation in the formation of social infrastructure for children;
3) determining the procedure for informing and conducting consultations, implementing measures to protect the rights and legitimate interests of the child;
4) implementation of measures for the implementation of state policy in the interests of children in the field of upbringing, education, health, science, culture, physical culture and sports, social services and social protection of the family, determined by the authorized body in the field of protection of children's rights of the Republic of Kazakhstan, the central executive bodies;
4-1) implementation of compulsory employment and provision of housing for orphaned children and children left without parental care in accordance with the established procedure;
5) exercising other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan in the interests of local government.

This Law regulates relations arising in connection with the realization of the fundamental rights and legitimate interests of the child, guaranteed by the Constitution of the Republic of Kazakhstan, based on the principles of prioritizing the preparation of children for a full-fledged life in society, the development of socially significant and creative activity in them, the education of high moral qualities, patriotism and citizenship, the formation of national identity based on universal human values. values of the world civilization.
