Government of the Republic of Kazakhstan:

1) develops the main directions of the state's military policy, implements measures to ensure the republic's defense capability;

2) directs the activities of the Ministry of Defense and other central and local executive bodies;

3) excluded by the Law of the Republic of Kazakhstan dated 18.03.2019 No. 237-VI (effective after twenty-one calendar days after the day of its first official publication); 4) excluded by the Law of the Republic of Kazakhstan dated 18.03.2019 No. 237-VI (effective after twenty-one calendar days after the day of its first official publication); 5) excluded by the Law of the Republic of Kazakhstan dated 18.03.2019 No. 237-VI (effective twenty-one calendar days after the date of its first official publication);

6) decides on the establishment, reorganization and liquidation of military educational institutions;

7) determines the system and conditions of remuneration for employees of state institutions of the Armed Forces, other troops and military formations who are not civil servants;

8) organizes the equipping and provision of the Armed Forces, other troops and military formations with weapons, military equipment and logistical resources;

8-1) defines a single operator of the military information and communication infrastructure;

13) ensures the implementation of measures for the operational equipment of the territory in the interests of the defense of the Republic of Kazakhstan;

15) determines the categories and number of citizens subject to conscription;

16) carries out general management of the creation and training of the military reserve, approves the state order for the recruitment of the Armed Forces, other troops and military formations;

17) carries out planning of civil defense and territorial defense of the Republic of Kazakhstan and their management in accordance with the laws of the Republic of Kazakhstan;

18) in accordance with the legislation of the Republic of Kazakhstan, determines the procedure for the provision and use of lands, forests, waters and other natural resources for the needs of defense;

19) excluded by the Law of the Republic of Kazakhstan dated 18.03.2019 No. 237-VI (effective twenty-one calendar days after the date of its first official publication);

20) decides on holding international negotiations on military and military-economic cooperation and signing intergovernmental agreements;

21) determines the procedure for reimbursement by the state of the value of the property of individuals and legal entities requisitioned, as well as provided for defense needs.;

22) establishes the procedure for accounting and writing off military property;

23) excluded by the Law of the Republic of Kazakhstan dated 18.03.2019 No. 237-VI (effective twenty-one calendar days after the date of its first official publication);

24) approves the rules for quality control over the execution of state defense orders in organizations, regardless of their forms of ownership;

24-1) approves the rules for the establishment of restricted areas, restricted areas and the list of restricted areas and restricted areas (hereinafter referred to as the rules for the establishment of restricted areas and restricted areas);

24-2) approves, in agreement with the President of the Republic of Kazakhstan, the list of alienated defense facilities under public-private partnership agreements;

24-3) Approves the pricing rules for military goods (products), dual-use goods (products), military works and military services in the framework of ensuring the functioning of the military information and communication infrastructure assigned to a single operator of the military information and communication infrastructure;

25) performs other functions assigned to him by the Constitution, laws of the Republic of Kazakhstan and acts of the President of the Republic of Kazakhstan.

The Government of the Republic of Kazakhstan organizes the stable functioning of the military organization of the state in any conditions of the military-political situation.

During wartime and the period of martial law, the Government of the Republic of Kazakhstan carries out:

1) the transfer of the economy to the mode of functioning in conditions of wartime or martial law;

2) preparation of reserves for the Armed Forces and special government agencies, mobilization of human and material resources;

3) providing the Armed Forces and special state bodies with forces and means for conducting armed struggle;

4) organization of information security and confrontation.

This Law regulates public relations in the field of organization of defense and the Armed Forces of the Republic of Kazakhstan, the functions and powers of state bodies in ensuring the country's defense capability, the rights and obligations of citizens and organizations in the field of defense.
