1. Architectural Coordination Center is a legal entity designated by the Government of the Republic of Kazakhstan.

The Architectural Coordination Center ensures the integrity, compatibility and effectiveness of the digital architecture of government agencies, state-owned legal entities, quasi-public sector entities, legal entities with fifty percent or more of their voting shares (participation interests) owned directly or indirectly by quasi-public sector entities, as well as other organizations involved in public administration processes.

2. Architectural Coordination Center:

1) participates in the implementation of state policy in the field of digitalization and artificial intelligence;

2) carries out the formation, development and monitoring of the implementation of the digital architecture of the state in accordance with the rules for the formation, development and monitoring of the digital architecture of the state;

3) provides organizational and methodological support for the development of the digital architecture of the state and the digital transformation of public administration;

4) carries out process reengineering expertise;

5) develops a methodology for building "smart cities" and "smart regions";

6) conducts an expert examination of the investment proposal, financial and economic justification of budget investments, as well as technical specifications for the creation and development of digital facilities of the "digital government" in the field of digitalization;

7) issues an expert opinion to the authorized body on the calculation of expenses for public procurement of goods, works and services in the field of digitalization;

8) accompanies the assessment of the effectiveness of government agencies in the application of digitalization and evaluation of the automation process of public services;

9) manages projects for the creation and development of digital facilities of the "digital government", as well as project management for the implementation of strategic and program documents;

10) provides consulting, methodological and practical assistance to government agencies in the creation and development of digital objects of the "digital government", digital data management, artificial intelligence, project management in the framework of the implementation of documents of the State Planning System of the Republic of Kazakhstan;

11) records information about digital objects of the "digital government" and technical documentation on the architectural portal of digital objects of the state;

12) analyzes the integrations of digital objects of the "digital government" in terms of identifying incomplete and outdated information contained in them, and develops recommendations for their elimination;

13) ensures compliance with uniform requirements in the areas of digitalization and cybersecurity;

14) participates in the development of standardization documents in the field of artificial intelligence;

15) analyzes data, including open data generated by government agencies, state-owned legal entities, quasi-public sector entities, legal entities, fifty or more percent of voting shares (participation interests) of which are directly or indirectly owned by quasi-public sector entities, as well as other organizations;

16) organizes the creation and development of digital facilities according to the service model of digitalization.

This Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic of Kazakhstan, the formation of a full-fledged habitat and human activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
