1. Persons who have reached the age established by this article and have a medical certificate stating that there are no contraindications to driving vehicles, after appropriate training in educational organizations for the training of drivers of vehicles, are allowed to take exams for obtaining the right to drive vehicles.

2. The right to drive vehicles is granted:

vehicles of the subcategory "A1" – for persons who have reached the age of sixteen;

vehicles of categories "A", "B" and subcategories "B1", "C1" – for persons who have reached the age of eighteen;

vehicles of categories "C" and subcategory "D1" – persons who have reached the age of twenty-one and have at least three years of experience as a driver, including at least one year of experience driving vehicles belonging to the subcategory "C1";

vehicles of the "Tm" category – for persons who have reached the age of twenty-one;

vehicles of categories "D" and "Tb" – persons who have reached the age of twenty-three and have at least three years of experience as a driver, including at least one year of experience driving vehicles belonging to the subcategory "D1".;

compositions of vehicles of categories "VE", "CE", "DE" - to persons who have the right to drive vehicles of categories "B", "C" or "D" respectively for at least twelve months;

compositions of vehicles of subcategories "C1E", "D1E" - to persons who have the right to drive vehicles of categories "C", "D" or subcategories "C1", "D1" respectively for at least twelve months.

2-1. Persons brought to administrative responsibility in accordance with the procedure provided for in part six of Article 608 or part nine of Article 613 of the Code of Administrative Offences of the Republic of Kazakhstan are not allowed to take exams for obtaining the right to drive vehicles for seven years.

Persons brought to administrative responsibility in accordance with the procedure provided for in part seven of Article 608 or part ten of Article 613 of the Code of Administrative Offences of the Republic of Kazakhstan are not allowed to take exams for obtaining the right to drive vehicles for eight years.

This restriction on taking exams is calculated from the moment of the last administrative prosecution.

3. Persons who have reached the age of seventeen and have completed appropriate training for drivers of vehicles in the areas of local military administration, without work experience as a driver and experience driving vehicles belonging to the category "C1" are allowed to take the exams for obtaining the right to drive vehicles of categories "B", "C", and also the subcategory "C1".".

National driving licenses are issued to these persons upon reaching the age of eighteen.

Until these persons reach the age of twenty-one, the national driving licenses issued to them confirm the right to drive vehicles of category "C" belonging only to the Armed Forces of the Republic of Kazakhstan, other troops and military formations, and only during their military service.

4. Military personnel, after appropriate training, are allowed to take exams for obtaining the right to drive vehicles of category "D" and subcategory "D 1" upon reaching the age of eighteen. - Excluded by the Law of the Republic of Kazakhstan dated July 15, 2025 No. 207-VIII SAM

Until these persons reach the age of twenty-one, the national driving licenses issued to them based on the results of exams confirm the right to drive vehicles of category "D" and subcategory "D1" belonging only to the Armed Forces of the Republic of Kazakhstan, other troops and military formations. - Excluded by the Law of the Republic of Kazakhstan dated July 15, 2025 No. 207-VIII SAM
