1. The digital Government web portal is a digital object that provides a "single window" of access to consolidated information posted by government agencies and other entities involved in the provision of public services, including the regulatory framework, as well as to government and other services provided in electronic form.

2. On the digital Government web portal, individuals and legal entities interact with service providers on issues related to the provision of public services, contacting entities that consider applications from these individuals, as well as using personal data through a personal account.

3. Government agencies and other entities involved in the provision of public services provide the operator with digital data and digital records necessary for the information content of the digital Government web portal.

4. The requirements for the content, maintenance and information content of digital data and digital records of the digital Government web portal are established by the authorized body.

5. Government and other services are provided through the Digital Government web portal, the Digital Government mobile application, and/or a cellular subscriber device.

6. Public services are provided in the ways prescribed by the legislation of the Republic of Kazakhstan on public and socially responsible services, with mandatory access to them through the digital Government web portal and (or) the digital Government mobile application.

7. If other services provided in electronic form meet the criteria established in accordance with the procedure determined by the authorized body, mandatory access to them is provided through the digital Government web portal and/or the digital Government mobile application.

8. Registration and connection of a cellular network subscriber number provided by a cellular operator to an account on the digital Government web portal for receiving government and other services in electronic form via a cellular subscriber device is carried out in accordance with the procedure determined by the authorized body.

9. To receive government and other services through the digital government web portal and a cellular subscriber device, a cellular network subscriber number registered in the database of mobile citizens of the Republic of Kazakhstan is used.

The database of mobile citizens is a digital resource of subscriber numbers of the cellular communication network of users of the "digital government".
