Sectoral schemes for the development of territories of settlements are developed taking into account population changes on the basis of approved urban development projects for:

1) development of energy supply, gas supply, communications, irrigation, water supply and sewerage;

2) development of modes of transport and ensuring transport accessibility;

3) placement of objects of economic sectors;

4) protection of territories from dangerous geological and hydrogeological processes;

5) protection from seismic impact;

6) civil protection of the population;

7) Environmental protection;

8) protection of historical and cultural heritage sites;

9) landscaping and landscaping of territories;

10) other issues of territorial development.

The Code of the Republic of Kazakhstan dated January 9, 2026 No. 253-VIII SAM

This Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic of Kazakhstan, the formation of a full-fledged habitat and human activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
