1. The digital government platform is an operator's digital platform designed for the development, development, placement, integration of platform software products and (or) placement of digital objects.

2. The software developed and hosted on the digital government platform is a platform software product.

3. The operator has the right to provide a platform software product by providing digital services.

A digital service includes services for the rental (rental, temporary use) and (or) placement of computing resources, the provision of software, software products, and technical means for use, including communication services, through which these services operate through a service model of digitalization, in accordance with the rules for the creation, development, and placement of digital assets. objects.

4. Digital objects implementing state functions and public services resulting from them are developed and placed on the digital government platform in accordance with the rules for implementing the stages of the digital government's life cycle, approved by the authorized body in coordination with the authorized body for state planning, and also transfer digital data to the digital government platform. governments" in accordance with data management requirements.

5. Ownership of the digital government platform does not create ownership rights to digital data and records created with its help and/or posted on it, belonging to other owners and/or owners, unless otherwise provided by the legislation of the Republic of Kazakhstan or an agreement between them.

6. The use of digital records posted on the digital government platform in the digitalization of the activities of government agencies, including their government functions and the provision of public services, as well as data analytics by the operator, is carried out without the consent of their owners and (or) owners of digital data in compliance with the requirements of the legislation of the Republic of Kazakhstan on personal data and their protection and other legislation of the Republic of Kazakhstan.

7. The digital government platform operates on the digital infrastructure located in the territory of the Republic of Kazakhstan.
