 1. To investigate the accident, the authorized body in the field of industrial safety or a territorial subdivision of its department creates a commission headed by its representative.

The commission investigating the accident includes representatives of:

local executive body;

an organization that operates a hazardous production facility;

a professional emergency rescue service in the field of industrial safety or a professional facility emergency rescue service in the field of industrial safety.

Candidates for inclusion in the commission are proposed no later than twenty-four hours after receiving information about the occurrence of an accident to the territorial division of the department of the authorized body in the field of industrial safety.

1-1. The authorized body in the field of industrial safety or a territorial subdivision of its department shall notify the state body carrying out activities in the field of state legal statistics and special accounting within its competence at the location of the subject (object) of control and supervision within the next working day after the start of the commission's work.

2. The investigation of an accident at a dangerous production facility with a group accident in which more than five people died is conducted by a state commission established by the Government of the Republic of Kazakhstan.

The Government of the Republic of Kazakhstan has the right to establish a state commission to investigate an accident at a hazardous production facility and on other grounds.

3. The investigation of incidents is carried out by the commission of the organization operating a hazardous production facility, headed by its technical director.

The incident investigation commission includes representatives of the organization operating the hazardous production facility, as well as other persons by decision of its head.

This Law regulates public relations arising in the process of carrying out civil protection measures and is aimed at preventing and eliminating natural and man-made emergencies and their consequences, providing emergency medical and psychological assistance to the population in the emergency zone, ensuring fire and industrial safety, and also defines the main tasks and organizational principles of building and the functioning of the civil defense of the Republic of Kazakhstan, the formation of, storage and use of the state material reserve, organization and activities of emergency services and formations.
