The state body in the field of sanitary and epidemiological welfare of the population:

1) implements the state policy in the field of sanitary and epidemiological welfare of the population;

2) approves, within its competence, legal acts and forms of accounting and reporting documentation in the field of sanitary and epidemiological welfare of the population;

3) approves the rules for the examination of the connection between an occupational disease and the performance of labor (official) duties;

4) carries out sanitary and epidemiological monitoring;

5) carries out state control and supervision in the field of sanitary and epidemiological welfare of the population;

5-1) defines a list of requirements, the violation of which entails the use of rapid response measures, and also defines, in relation to specific violations of the requirements, the specific type of rapid response measure, the conditions of its application and the duration of this measure (if necessary).

The list of requirements, the violation of which entails the use of rapid response measures, includes requirements that are subject to state control in accordance with Article 143 of the Entrepreneurial Code of the Republic of Kazakhstan.;

5-2) approves the procedure for the implementation of control procurement in the field of sanitary and epidemiological welfare of the population;

5-3) Approves the procedure for conducting investigations in the field of sanitary and epidemiological welfare of the population;

5-4) carries out state control over compliance with the requirements for advertising products (goods) subject to state registration controlled by the state sanitary and epidemiological control and supervision;

6) coordinates the activities of healthcare organizations engaged in activities in the field of sanitary and epidemiological welfare of the population;

7) excluded by the Law of the Republic of Kazakhstan dated 04/25/2025 No. 185-VIII (effective ten calendar days after the date of its first official publication).

8) creates and ensures the functioning of electronic information resources and information systems, information and communication networks in the field of sanitary and epidemiological welfare of the population, organization of access to them for individuals and legal entities in accordance with the legislation of the Republic of Kazakhstan on informatization;

9) excluded by the Law of the Republic of Kazakhstan dated 12/30/2022 No. 177-VII (effective ten calendar days after the date of its first official publication);

10) determines the procedure for conducting a sanitary and epidemiological examination;

11) determines the procedure for maintaining the register of potentially dangerous chemical and biological substances prohibited for use in the Republic of Kazakhstan;

12) determines the hazard class of waste according to the degree of its impact on humans and the environment (according to the degree of toxicity);

13) approves the rules for providing information on medical waste;

14) approves the rules for providing information (emergency notification) on cases of infectious diseases and poisoning to the state body in the field of sanitary and epidemiological welfare of the population;

15) implements joint international projects in the field of sanitary and epidemiological welfare of the population;

16) organizes hygienic education of the population;

17) organizes and implements, within its competence, sanitary and anti-epidemic and sanitary-preventive measures in case of food poisoning, infectious, parasitic, occupational diseases;

18) issues sanitary and epidemiological conclusions on the compliance of the object of state sanitary and epidemiological control and supervision, draft regulatory documents on maximum permissible emissions and maximum permissible discharges of harmful substances and physical factors into the environment, sanitary protection zones and sanitary protection zones, for new types of raw materials and products with regulatory legal acts in the field of sanitary and epidemiologicalepidemiological welfare of the population;

18-1) issues a certificate on the release of a marine vessel from sanitary control or on the passage of sanitary control by a marine vessel in accordance with international medical and sanitary regulations;

19) carries out epidemiological control of infectious and parasitic diseases, the resistance of pathogens of infectious diseases to antimicrobial drugs, and preventive vaccinations of the population;

20) excluded by the Law of the Republic of Kazakhstan dated 04/25/2025 No. 185-VIII (effective ten calendar days after the date of its first official publication).

21) defines territories (its parts) that are free from diseases or with a low prevalence of diseases;

22) establish sanitary and quarantine points at checkpoints across the State border of the Republic of Kazakhstan, which coincides with the customs border of the Eurasian Economic Union;

23) approves the list of epidemiologically significant facilities;

24) monitors compliance with the requirements established by the technical regulations;

24-1) approves the rules for the seizure and recall of products (goods) that do not comply with the requirements of technical regulations and (or) the unified sanitary, epidemiological and hygienic requirements of the Eurasian Economic Union;

25) approves the rules of hygienic education for persons of the designated population group;

26) determines the procedure for assigning accounting numbers to food production facilities subject to state control and supervision in the field of sanitary and epidemiological welfare of the population, and maintaining their register;

27) receives notifications on the commencement or termination of the activities specified in subitems 1), 2) and 3) of paragraph 1 of Article 24 of this Code, in accordance with the procedure established by the Law of the Republic of Kazakhstan "On Permits and Notifications", and also maintains the state electronic register of permits and notifications;

28) determines the procedure for state registration of products determined by the regulatory legal acts of the Eurasian Economic Union;

29) approves the rules for maintaining the register of products that do not comply with the requirements of regulatory legal acts in the field of sanitary and epidemiological welfare of the population;

30) approves the rules of interaction of state bodies in carrying out sanitary and anti-epidemic and sanitary-preventive measures;

31) carries out radiation control over compliance with sanitary and epidemiological requirements for ensuring radiation safety of the population;

32) carries out state control and supervision of products subject to state sanitary and epidemiological control and supervision, including food products;

33) approves the list of certain types of food products subject to state control and supervision in the field of sanitary and epidemiological welfare of the population, in the production of which non-iodized salt is used;

34) carries out state regulation in the field of prevention of iodine deficiency diseases;

35) selects product samples in accordance with the requirements of regulatory documents;

36) cooperates with public associations in the field of prevention of non-communicable diseases associated with micronutrient deficiency, including iodine deficiency and iron deficiency diseases;

37) regulates the procedure for the collection, storage, transportation and disposal of medical waste;

38) monitors the management of medical waste;

39) carries out epidemiological surveillance of non-communicable diseases;

40) approves a list of medical contraindications for concluding an employment contract for heavy work, work with harmful and (or) dangerous working conditions, underground work, as well as for the admission to work of a person belonging to a designated population group;

40-1) approves the qualification requirements for the licensed type of activity for the provision of disinfection, disinfection, and deratization services in the field of healthcare;

40-2) issues licenses for the provision of disinfection, disinfection, and deratization services in the field of healthcare in accordance with the Law of the Republic of Kazakhstan "On Permits and Notifications";

40-3) approves the rules for the formation, management and maintenance of working collections of pathogenic and industrial microorganisms used in the field of sanitary and epidemiological welfare of the population;

40-4) approves the rules for issuing, renewing, reissuing, and terminating permits for handling pathogenic biological agents and their appendices;

40-5) approves the qualification requirements for handling pathogenic biological agents;

41) performs other functions stipulated by this Code, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.
