1. The preparation of citizens for military service is a set of mandatory measures carried out by government agencies with citizens of pre–conscription and draft age in order to teach them the basics of military service, as well as with those liable for military service in order to train and retrain in military-technical and other specialties for military service.

2. The preparation of citizens for military service includes:

1) military training in educational institutions, which contains:

initial military training;

military training programs for reserve officers and reserve sergeants;

2) military training in military-technical and other specialties in specialized organizations of the Ministry of Defense of the Republic of Kazakhstan;

3) course training for military personnel.

3. The preparation of citizens for military service is organized and provided by state bodies in accordance with the legislation of the Republic of Kazakhstan.

4. The heads of organizations are obliged to ensure that pre-conscripts and conscripts can be trained for military service.

Monitoring and analysis of the quality of military training in educational institutions is carried out by the Ministry of Defense of the Republic of Kazakhstan in order for educational institutions to comply with the requirements of the legislation of the Republic of Kazakhstan regarding the preparation of citizens for military service and to develop proposals to improve the quality of military training in educational institutions.

5. The procedure for military-patriotic education of citizens is determined by the Government of the Republic of Kazakhstan.

IZPI's note! It is envisaged to supplement Article 9 with paragraphs 6 and 7 in accordance with the Law of the Republic of Kazakhstan dated 07/16/2025 No. 211-VIII (effective from 01/01/2026).

"6. Advanced training of citizens carrying out initial military, pre-conscription and advanced pre-conscription training is carried out on the basis of organizations subordinate to the Ministry of Defense of the Republic of Kazakhstan, military educational institutions, as well as military departments (military faculties) of organizations of higher and (or) postgraduate education in accordance with the rules of initial military training.

A document on advanced training in the educational program of initial military training on the basis of organizations subordinate to the Ministry of Defense of the Republic of Kazakhstan, military educational institutions, as well as military departments (military faculties) of higher and (or) postgraduate education organizations is taken into account when assigning a qualification category in accordance with the procedure determined by the authorized body in the field of education.

The educational program for advanced training of citizens engaged in initial military, pre-conscription and advanced pre-conscription training is developed in accordance with the procedure determined by the authorized body in the field of education and approved by the Ministry of Defense of the Republic of Kazakhstan.

7. The Ministry of Defense of the Republic of Kazakhstan participates in the development and coordination of regulatory legal acts of the Republic of Kazakhstan regulating additional education for children in terms of pre-conscription training, as well as regulating the procedure for certification, assignment of qualification categories, advanced training and pedagogical retraining in terms of teachers conducting initial military training, including in the framework of pre-conscription and advanced pre-conscription training.

This Law regulates public relations in the field of military service by citizens of the Republic of Kazakhstan and defines the foundations of the state policy on social security for military personnel.
