1. In order to develop proposals and recommendations on improving state regulatory documents, as well as on priority areas of research and development, as well as evaluating scientific and technical projects and programs in the field of architecture, urban planning and construction, a scientific and technical council is being established under the authorized body for Architecture, Urban Planning and construction. The Scientific and Technical Council consists of representatives of authorized state bodies, specialized technical committees in the field of building rationing, leading research and design organizations, industry associations, associations and other subjects of architectural, urban planning and construction activities.

2. The composition and regulations on the scientific and technical council are determined by the authorized body for architecture, urban planning and construction.

The Code of the Republic of Kazakhstan dated January 9, 2026 No. 253-VIII SAM

This Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic of Kazakhstan, the formation of a full-fledged habitat and human activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
