1. The pre-project documentation provided for in paragraph 1 of Article 95 of this Code is developed at the expense of:

1) public investments provided for these purposes for the relevant financial year – when planning investments for the construction, reconstruction and restoration of construction facilities;

2) the customer's own funds – when planning investments for the construction, reconstruction and restoration of construction facilities.

2. The costs of developing pre-project documentation when planning investments for the construction, reconstruction and restoration of construction facilities are included in the cost of construction as costs associated with obtaining raw materials.

The costs of developing pre-project documentation when planning investments for the construction, reconstruction and restoration of construction facilities provided for in paragraph 1 of this article include the costs of registering them in the automated digital system of the state urban cadastre.

3. If, based on the results of the development of pre-project documentation, the customer decides that investments in construction, reconstruction and restoration of construction facilities are inappropriate and/or unjustified, the costs of developing pre-project documentation when planning investments in construction, reconstruction and restoration of construction facilities are subject to write-off at the expense of the main source provided for the performance of design and survey work.
