Declaration between the Republic of Kazakhstan and the Russian Federation on Eternal Friendship and Alliance Oriented towards the 21st Century

Declaration of July 6, 1998 Moscow. Entered into force from the moment of signing.

  We, the President of the Republic of Kazakhstan and the President of the Russian Federation, have comprehensively discussed the state and prospects of development of relations between the two countries in a broad international context on the threshold of the 21st century, relying on the historically established traditions and positive values of close friendly ties between the peoples of Kazakhstan and Russia, their desire for comprehensive cooperation, rapprochement and integration, being convinced that strengthening Good-neighborly relations and multifaceted cooperation between Kazakhstan and Russia meet the fundamental interests of the peoples of the two states., It serves the cause of international peace and security, reaffirming its commitment to the purposes and principles of the Charter of the United Nations, the Helsinki Final Act and other documents of the Organization for Security and Co-operation in Europe, generally recognized norms of international law, as well as international human rights standards, striving for wide-scale cooperation within the framework of the Commonwealth of Independent States and determined to comply with obligations, arising from the participation of the Republic of Kazakhstan and the Russian Federation in the Commonwealth,      We accept this Declaration and solemnly declare:      

The Republic of Kazakhstan and the Russian Federation are bound by eternal friendship. On the eve of the 21st century, they commit themselves to cherish and strengthen this friendship - a guarantee of national security, political stability, interethnic harmony and prosperity of both States.      The Republic of Kazakhstan and the Russian Federation confirm their commitment to the Treaty of Friendship, Cooperation and Mutual Assistance between the Republic of Kazakhstan and the Russian Federation dated May 25, 1992, and consider it an unshakable legal basis for the current and subsequent development and deepening of comprehensive ties and allied cooperation between the two fraternal states and peoples.      The Republic of Kazakhstan and the Russian Federation build their relations on the basis of wide-scale cooperation and mutual trust, respect for independence, sovereignty, territorial integrity and inviolability of state borders, peaceful settlement of disputes and non-use of force or threat of force, principles of non-interference in each other's internal affairs, equality and mutual benefit.      The Republic of Kazakhstan and the Russian Federation, as good neighbors, undertake to fully consider each other's legitimate interests in political, economic, military and other fields.      The Republic of Kazakhstan and the Russian Federation will closely cooperate in the field of foreign policy, jointly seeking to improve the situation and ensure peace and security in the Eurasian space and throughout the world. They proceed from the fact that in the conditions of the emerging multipolar world it is necessary to overcome block approaches and avoid drawing new dividing lines in international relations.    

The Republic of Kazakhstan and the Russian Federation will jointly take all available measures to eliminate the threat or counteract acts of aggression against them by any State or group of States and, if necessary, will provide each other with appropriate assistance, including military assistance, in the exercise of the right to collective self-defense in accordance with Article 51 of the UN Charter.      The Republic of Kazakhstan and the Russian Federation will expand mutually beneficial cooperation in trade, economic, investment, scientific and technical fields, seeking to deepen the economic integration of the two countries and create conditions for the formation of a single economic space, taking into account agreements within the CIS.      The Republic of Kazakhstan and the Russian Federation will effectively cooperate in the development of the fuel and energy complexes of the two countries, as well as in the field of energy exports to world markets.      The Republic of Kazakhstan and the Russian Federation will develop scientific and technical cooperation in priority areas of science, technology, and new technologies of mutual interest.      The Republic of Kazakhstan and the Russian Federation will create the necessary legal, economic and organizational conditions for the formation of a common labor market based on the regulation of labor migration, an effective system of job creation, preservation and development of human resources.      The Republic of Kazakhstan and the Russian Federation attach great importance to the formation and development of a unified transport system and the creation of the necessary legal, economic and organizational conditions for the unhindered transportation of goods and passengers.      The Republic of Kazakhstan and the Russian Federation will pursue a coordinated social policy, to this end they will harmonize national health and social protection systems, and take steps to gradually equalize pension levels, benefits and benefits for various categories of citizens.      The Republic of Kazakhstan and the Russian Federation will persistently and purposefully work to improve the Commonwealth of Independent States in order to maximize its potential while strictly respecting the interests of all participating States.      The Republic of Kazakhstan and the Russian Federation are also intensifying multifaceted cooperation within the framework of the Customs Union and the Agreement on Deepening Integration in the Economic and Humanitarian Fields of March 29, 1996.    

The Republic of Kazakhstan and the Russian Federation consider ensuring environmental safety to be one of the most important tasks. They will, in accordance with their international obligations and national legislation, stimulate cooperation in this area through the exchange of experience in the rational use of natural resources, the introduction of environmentally friendly technologies and measures to protect and preserve the environment.      The Republic of Kazakhstan and the Russian Federation will ensure to their citizens, regardless of ethnicity, equal rights and freedoms without any discrimination, restrictions or preferences. Ethnic Kazakhs living in the multinational Russian Federation and ethnic Russians living in the multinational Republic of Kazakhstan have been, are, and will be organic parts of Kazakh and Russian societies. They make and will continue to make a worthy contribution to the development of both countries along the path of independence, democracy and prosperity, are one of the factors of rapprochement between the two countries, and the strength of Kazakh-Russian relations in the strategic future.      The Republic of Kazakhstan and the Russian Federation will do their best to preserve the spiritual and cultural closeness of the peoples of the two countries, deepen mutual ties in the fields of culture, science, education, and information.      The Republic of Kazakhstan and the Russian Federation will promote the establishment of broad contacts between scientific, creative and other unions, foundations operating in accordance with their national legislation.      The Republic of Kazakhstan and the Russian Federation, firmly committed to the ideas of eternal friendship and brotherhood of peoples, establish the Association of Cultural and Scientific Workers "For Eternal Friendship between Kazakhstan and Russia."      The Parties shall do their best to encourage the convergence of national education systems by preserving a common educational and intellectual space based on the formation of an interstate education strategy and the development of joint programs for students and students, training and retraining of specialists, recognition of the equivalence of documents on higher, secondary specialized and secondary education, academic degrees and academic titles.    

 Russian Russian Federation and the Republic of Kazakhstan will establish joint educational institutions (Kazakh-Russian University and Russian-Kazakh University, as well as gymnasiums).      The Republic of Kazakhstan and the Russian Federation will provide conditions for the preservation and strengthening of a common cultural space based on historically established ties and contacts between creative unions and associations, cultural, literary and artistic figures, and the preservation of ethnic and linguistic identity of peoples.      The Presidents of the Republic of Kazakhstan and the Russian Federation are convinced that the 21st century opens up for both states, which see the historical goal and task of strengthening the indestructible friendship of their peoples, the broadest prospects for comprehensive development, economic and cultural growth in conditions of lasting peace, stability and guaranteed security.      Done in Moscow, July 6, 1998.                                                                  (Signatures)
