Declaration of the Heads of State of the Commonwealth of Independent States on international obligations in the field of human rights and fundamental freedoms
Declaration of the Council of Heads of State of the Commonwealth of Independent States of September 24, 1993
Heads of the Member States of the Commonwealth of Independent States,
Taking into account the urgency of problems related to the observance of human rights, including the rights of persons belonging to national minorities, on the territory of all member States of the Commonwealth,
Confirming that in the Alma Ata Declaration of December 21, 1991, the member States of the Commonwealth declared their intention to guarantee, in accordance with their constitutional procedures, the fulfillment of international obligations arising from treaties and agreements of the former USSR,
Noting the responsibility of the member States of the Commonwealth in the protection of individual rights and freedoms,
Considering that the participating States of the Conference on Security and Co–operation in Europe have committed themselves to consider participating in the International Covenant on Civil and Political Rights, its Optional Protocol, the International Covenant on Economic, Social and Cultural Rights, as well as other international human rights agreements,
Reaffirming its commitment to the purposes and principles enshrined in the UN Charter and the UN Universal Declaration of Human Rights,
Declare that the Member States of the Commonwealth of Independent States:
1. Consider and take appropriate decisions related to the enforcement of human rights treaties and agreements mentioned in the annex to this Declaration, as well as in relation to the fulfillment of obligations in the field of human rights and fundamental freedoms arising from international treaties and agreements to which the USSR was a party.;
2. They will regularly discuss issues related to the implementation of international human rights treaties and agreements during meetings of the heads of State of the Commonwealth of Independent States in order to identify and eliminate obstacles to the effective observance of human rights and fundamental freedoms.;
3. They will make the necessary efforts to resolve human rights issues in their relations with other member States of the Commonwealth, including through the conclusion of bilateral and multilateral agreements.;
4. Express their firm intention to develop and conclude in the near future a Convention of the Commonwealth of Independent States on Human Rights;
5. They will take the necessary measures to bring their national legislation in line with their obligations under existing international human rights agreements and, in particular, with the documents of the Conference on Security and Cooperation in Europe.
Done in Moscow on September 24, 1993, in one original copy in the Russian language. The original copy is kept in the Archives of the Government of the Republic of Belarus, which will send a certified copy to the signatory States of this Declaration.
