Declaration on the Foundations of Relations between the Republic of Kazakhstan and the Republic of Croatia
Declaration, Zagreb, July 18, 2001
The Republic of Kazakhstan and the Republic of Croatia, hereinafter referred to as the Parties, guided by the goals and principles The Charter of the United Nations, the Helsinki Final Act of the Conference on Security and Co-operation in Europe and subsequent documents of the Organization for Security and Co-operation in Europe, wishing to strengthen friendly relations and develop cooperation in all areas of mutual interest, declare the following:
1. The parties shall develop and strengthen their relations based on the principles of equality, respect for each other's sovereignty and peaceful settlement of disputes. 2. The parties are convinced that ensuring international security is inextricably linked to strengthening and deepening the democratic transformations taking place in the world. 3. The Parties confirm that they will strive to strengthen an atmosphere of trust and security, cooperation and mutual understanding, conflict prevention, and promote respect for human and minority rights in Europe, Asia, and other parts of the world. 4. In this context, the Parties highly appreciate the contribution of the Republic of Kazakhstan to the cause of nuclear disarmament and non-proliferation, strengthening international and regional security and stability, which was continued by the initiative to convene the Conference on Interaction and Confidence-building Measures in Asia. 5. The parties promote the establishment of a political dialogue between them, intergovernmental and inter-parliamentary relations, and consultations on bilateral and international issues. 6. The parties emphasize the importance of cooperation and coordination of efforts in the fight against international terrorism, organized crime, illicit drug trafficking, illegal migration, corruption, and economic offenses, both on a bilateral basis and within the framework of international organizations. 7. The Parties will provide mutual support for actions taken in the interests of the effective functioning of market economy mechanisms. 8. The parties are convinced that the expansion of mutually beneficial economic cooperation, especially in attracting investments and modern technologies, trade, transport and communications, agriculture and industry, will play an important role for their subsequent economic development. 9. The Parties believe that one of the global tasks of the international community is active cooperation in the interests of environmental protection and taking measures aimed at maintaining ecological balance, as well as strengthening international control in this area. In this regard, the Parties will develop cooperation in the field of environmental protection. 10. The parties recognize the importance of cooperation in the fields of culture, education, science, tourism, healthcare and sports and will make efforts to develop bilateral relations in these areas. 11. The parties will make efforts to further develop the legal framework of bilateral relations and implement the agreements reached.
Done in Zagreb on July 18, 2001, in two copies, each in Kazakh, Croatian, Russian and English. In case of disagreement in the interpretation of the texts, the Parties will refer to the English text.
