Declaration on the further Development of friendly relations and strengthening of cooperation between the Republic of Kazakhstan and the Republic of Lithuania

The Vilnius Declaration of April 5, 2001 Entered into force on April 5, 2001.

 We, the President of the Republic of Kazakhstan and the President of the Republic of Lithuania, summarizing the results of the negotiations held during the official visit of the President of the Republic of Kazakhstan Nursultan Nazarbayev to the Republic of Lithuania on April 4-7, 2001, on the state and prospects of development of relations between the Republic of Kazakhstan and the Republic of Lithuania, as well as on processes in the international context, expressing our desire for further development and deepening friendly relations in the spirit of equal and mutually beneficial cooperation in areas of mutual interest,      Reaffirming their commitment to the generally recognized norms of international law, the purposes and principles of the Charter of the United Nations, the provisions of the Helsinki Final Act and other documents of the Organization for Security and Co-operation in Europe, guided by the provisions of P941336_ of the Agreement between the Republic of Kazakhstan and the Republic of Lithuania on Mutual Understanding and Cooperation, signed on November 7, 1993 in Almaty, confirming and supplementing the agreements, As stated in the Joint Statement on the Further Development of Friendly Relations and Cooperation between the Republic of Kazakhstan and the Republic of Lithuania, signed on May 11, 2000 in Astana, appreciating with satisfaction the friendly and partnership nature of bilateral Kazakh-Lithuanian relations, we declare the following: we confirm the importance and priority of further development and deepening of friendly relations between the two states, which have significant potential in political, economic, cultural, humanitarian and other fields;      We regard the further development of bilateral cooperation as a necessary and significant contribution to strengthening peace and stability on a regional and global scale; we confirm the need for close cooperation within international organizations.;      

The President of the Republic of Kazakhstan recognizes the sovereign right of the Republic of Lithuania to integrate into the North Atlantic Treaty Organization; the President of the Republic of Kazakhstan welcomes the progress made by the Republic of Lithuania in negotiations on membership in the European Union; the President of the Republic of Lithuania highly appreciates the contribution of the Republic of Kazakhstan to strengthening international and regional security and stability and, in this context, emphasizes the importance of the initiative of the Conference on cooperation and confidence-building measures in Asia;      

The President of the Republic of Lithuania supports the consistent course of the Republic of Kazakhstan towards building a democratic society and developing a market economy; we welcome the work of the Kazakh-Lithuanian Intergovernmental Commission on Trade and Economic Cooperation and emphasize the importance of the effective work of the commission to strengthen and further develop bilateral ties in this area; we confirm the interest of the Republic of Kazakhstan and the Republic of Lithuania in close cooperation in the field of exports Kazakh oil to Lithuania and transit through Lithuania. We call on the Governments of both countries to create favorable conditions for the development of cooperation between oil companies and the successful implementation of the agreements they have reached; we note with satisfaction the development of cooperation in the field of transport communications, the growth of the flow of Kazakhstani cargo through the port of Klaipeda. Please note that the possibilities for expanding cooperation in the transport sector have not been exhausted. We positively assess the intentions to deepen ties between Aktau Commercial Seaport and Klaipeda Seaport;      We note the growing potential of the contractual and legal framework of bilateral relations and the need for its further development and maximum use; we have reached an agreement to develop cooperation and coordinate efforts in combating new threats to international security: terrorism, organized crime, illicit trafficking in narcotic drugs and psychotropic substances, illegal migration, violation of tax legislation, both on a bilateral basis and within the framework of international and regional organizations;   

  The President of the Republic of Lithuania expresses gratitude to the President of the Republic of Kazakhstan for his understanding and assistance in positively resolving the issue of transferring to the Republic of Lithuania materials about victims of Stalinist repression - political prisoners and exiled residents of Lithuania, which are in the archives of law enforcement agencies of the Republic of Kazakhstan. We instruct the competent authorities of both states to closely cooperate on the transfer of materials of the above-mentioned category of persons to the Republic of Lithuania within the framework of the national legislations of the Republic of Kazakhstan and the Republic of Lithuania.;      Noting the importance of expanding cultural cooperation for the development of contacts and ties between the peoples of Kazakhstan and Lithuania, we call on the Governments of both countries to actively promote cooperation in this area, in particular, to create favorable conditions for the development of cultural ties and exchanges in various fields, emphasizing the need for cooperation in the field of protection of historical and cultural heritage, assistance to guarantee the free and equal development of the national cultures of Kazakhs in the Republic of Lithuania and Lithuanians in the Republic of Kazakhstan, as well as the inclusion of a representative of the Lithuanian society in the Assembly of the Peoples of Kazakhstan.
