A specialist in assessing the compliance of elevators with safety requirements
This instruction is based on the Order of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated December 30, 2020 No. 553. Registered with the Ministry of Justice of the Republic of Kazakhstan on December 31, 2020 No. 22003. On approval of the Qualification Directory of positions of managers, specialists and other employees in accordance with the requirements of the Code of the Republic of Kazakhstan dated November 23, 2015 No. 414-V SAM., and is applied as an appendix to the employment contract.
Job responsibilities:
conducts tests, inspections, measurements and conformity assessment of newly installed and (or) upgraded elevators at their installation (operation) facility in the form of a complete technical inspection in accordance with the relevant national standard to the technical Regulations on Elevator Safety;
records the results of a complete technical inspection in the elevator passport, issues them with an appropriate certificate and transmits it to a specialized elevator organization.;
Conducts tests, inspections, and measurements on elevators that have completed their assigned service life, calculates their remaining life, and draws up expert opinions based on the results of the elevator conformity assessment.;
performs work on testing, inspection and measurement on elevators during the established period of their operation during periodic and (or) partial technical inspection in accordance with the relevant national standard to the technical regulations "On Elevator Safety", draws up the results with the appropriate act, records the results in the elevator passport;
conducts tests, inspections and measurements on elevators that were put into operation before the entry into force of the technical regulations "On Elevator Safety", but have not completed their assigned service life, draws up the results with protocols;
performs electrical measurement work on elevators, draws up electrical measurement protocols;
checks the organization of safe operation of elevators for compliance with the requirements of the technical regulations "On Elevator Safety" according to the relevant national standard.;
provides recommendations for improving elevator safety during operation.
Must know:
laws and other regulatory legal acts in the field of technical regulation;
technical regulations "On elevator safety" and standards necessary for its application and execution;
regulatory, technical, and methodological documentation regulating the safe operation of elevators;
the structure, design features and principles of operation of elevators;
the procedure, organization and technology of testing, checking and measuring elevators: newly installed and (or) upgraded, having completed their assigned service life, undergoing periodic and (or) partial technical inspection during their established service life, commissioned before the entry into force of the technical regulations "On Elevator Safety", but not completed assigned service life;
the procedure, organization and technology for assessing the compliance of elevators and devices with elevator safety requirements during full, periodic, partial technical inspection and expertise;
methods for calculating the remaining life of elevators that have completed their assigned service life;
the procedure for issuing an expert opinion based on the results of the conformity assessment of elevators that have completed their assigned service life;
the procedure, methods and technology of electrical measuring work on elevators;
the procedure for the use of technical means and measuring instruments used in conformity assessment;
the procedure for maintaining technical and operational documentation;
fundamentals of economics, organization of production, labor and management;
labor legislation, internal labor regulations, occupational safety and health, industrial sanitation, fire safety requirements.
Qualification requirements:
elevator compliance assessment specialist of category I: higher (or postgraduate) education in the relevant field of personnel training and work experience as an elevator compliance assessment specialist of category II for at least 3 years;
elevator compliance assessment specialist of category II: higher (or postgraduate) education in the relevant field of personnel training and work experience as an elevator compliance assessment specialist without a category of at least 1 year, or technical and professional, post-secondary (specialized secondary, secondary vocational) education in the relevant specialty (qualification) and work experience as an elevator compliance assessment specialist for at least 3 years;
an elevator compliance assessment specialist without a category: higher (or postgraduate) education in the relevant field of personnel training and work experience in organizations engaged in elevator maintenance and repair for at least 1 year, or technical and professional, post-secondary (specialized secondary, secondary vocational) education in the relevant specialty (qualifications) and work experience work in organizations that carry out maintenance and repair of elevators for at least 3 years.
