Energy Engineer (Power Engineer)
This instruction is based on the Order of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated December 30, 2020 No. 553. Registered with the Ministry of Justice of the Republic of Kazakhstan on December 31, 2020 No. 22003. On approval of the Qualification Directory of positions of managers, specialists and other employees in accordance with the requirements of the Code of the Republic of Kazakhstan dated November 23, 2015 No. 414-V SAM., and is applied as an appendix to the employment contract.
Job responsibilities:
ensures uninterrupted operation, proper operation, repair and modernization of power equipment, electrical and thermal networks, air and gas pipelines;
determines the production needs for fuel and energy resources, prepares the necessary justifications for technical re-equipment, development of the energy industry, reconstruction and modernization of energy supply systems;
draws up applications for the purchase of equipment, materials, and spare parts necessary for the operation of an energy farm, performs calculations with the necessary justifications for energy conservation measures, the needs of the organization's divisions for electric, thermal, and other types of energy, participates in the development of their consumption rates, and the operating mode of the organization's divisions based on their energy needs;
monitors compliance with fuel consumption standards and all types of energy;
draws up schedules for reducing energy loads during the hours of maximum loads of the power system and ensures that they are carried out within a certain value for the organization's division, conducts certification of energy, electrical and environmental installations installed in the organization.;
participates in the testing and acceptance of power plants and networks into commercial operation, in reviewing the causes of power equipment accidents and develops measures to prevent them and create safe working conditions.;
organizes the inspection and testing of relay protection and automation equipment;
carries out technical supervision of control and measuring, electrotechnical and heat engineering devices used in the organization, as well as ensures the preparation of boilers, pressure vessels, steam and hot water pipelines, electrical installations and other energy facilities for commissioning, inspection and inspection by state supervision bodies.;
monitors compliance with the instructions for operation, maintenance and supervision of power equipment and electrical networks;
participates in the development and implementation of standards and specifications for energy equipment;
prepares the necessary materials for the conclusion of equipment repair contracts with contractors;
supervises the performance of capital and other repairs of power equipment;
studies and summarizes advanced domestic and foreign experience in the rational use and economy of fuel and energy resources;
ensures compliance with the order and standards for occupational safety and health during the operation and repair of power plants and networks;
prepares reports on approved forms and indicators.
Must know:
legislative and other regulatory legal acts in the field of energy, methodological and other materials on the operation of energy equipment and communications;
organization of the energy industry;
prospects for the technical development of the organization;
technical characteristics, design features, operating modes and the order of technical operation of power equipment;
the system of scheduled preventive maintenance and rational operation of equipment;
organization and technology of repair work;
methods of installation, adjustment, adjustment and repair of power equipment;
the procedure for making applications for energy resources, equipment, materials, spare parts, tools;
the procedure for equipment repair and acceptance after repair;
fundamentals of the organization's production technology;
labor organization requirements for the operation, repair, and modernization of power equipment;
advanced domestic and foreign experience in the operation and repair of power equipment;
fundamentals of economics, organization of production, labor and management;
labor legislation, internal labor regulations, occupational safety and health, industrial sanitation, fire safety requirements.
Qualification requirements:
energy engineer (power engineer) Category I: higher (or postgraduate) education in the relevant field of personnel training and work experience as an energy engineer (power engineering) of category II for at least 2 years;
energy engineer (power engineer) of category II: higher (or postgraduate) education in the relevant field of personnel training and work experience as an energy engineer (power engineering) without a category of at least 3 years;
an energy engineer (power engineer) without a category: higher (or postgraduate) education in the relevant field of personnel training without presenting work experience requirements or technical and professional, post-secondary (specialized secondary, secondary vocational) education in the relevant specialty (qualification) and work experience in the specialty as a specialist for at least 5 years.
