 Head of the HR Department

    This instruction is based on the Order of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated December 30, 2020 No. 553. Registered with the Ministry of Justice of the Republic of Kazakhstan on December 31, 2020 No. 22003. On approval of the Qualification Directory of positions of managers, specialists and other employees in accordance with the requirements of the Code of the Republic of Kazakhstan dated November 23, 2015 No. 414-V SAM., and is applied as an appendix to the employment contract.

 Job responsibilities:

      heads the work on staffing the organization with workers and employees of the required professions, specialties and qualifications in accordance with the goals, strategy and profile of the organization, changing external and internal conditions of its activities, the formation and maintenance of a database of data on the quantitative and qualitative composition of personnel, their development and movement.;

      organizes the development of forecasts, identification of current and future personnel needs and sources of its satisfaction based on the study of the labor market, establishing direct links with educational institutions and employment services, contacts with organizations of a similar profile, informing employees within the organization about available vacancies, using the media to advertise for employees;

      participates in the development of HR policy and HR strategy of the organization.;

      carries out work on the selection, selection and placement of personnel based on an assessment of their qualifications, personal and business qualities, monitors the correct use of employees in the organization's departments.;

      ensures the reception, placement and placement of employees in accordance with their profession and specialty, together with the heads of departments, organizes their internships and work on adaptation to production activities.;

      carries out systematic work to create a reserve for nomination based on organizational forms such as business career planning, preparation of candidates for nomination according to individual plans, rotational movement of managers and specialists, training in special courses, internships in relevant positions.;

      organizes the certification of the organization's employees, its methodological and informational support, participates in the analysis of the certification results, the development of measures to implement the decisions of the certification commissions, determines the range of specialists subject to re-certification;

      participates in the development of systems for the comprehensive assessment of employees and the results of their activities, professional development of staff, preparation of proposals for improving certification;

      organizes timely registration of the admission, transfer and dismissal of employees in accordance with labor legislation, acts of the head of the organization, accounting of personnel, issuance of certificates on current and past work activities of employees, storage and filling out of workbooks and other documents of employees, maintenance of established personnel documentation, as well as preparation of materials for staff submission for promotions and awards;

      ensures the preparation and submission of the necessary documents in accordance with the legislation on pension provision;

      carries out work on updating the scientific and methodological support of personnel work, its material, technical and information base, the introduction of modern methods of personnel management using existing automated systems (subsystems "Automated control system-personnel") and automated workplaces of personnel services, the creation of a database on the personnel of the organization, its timely replenishment, prompt presentation of the necessary information for users;

      carries out methodological guidance and coordination of the activities of specialists and human resources inspectors of the organization's divisions, monitors the execution by the heads of departments of regulatory legal acts, as well as acts of the head of the organization on personnel policy and work with personnel.;

      conducts a systematic analysis of personnel work in the organization, develops proposals for its improvement;

      organizes time-keeping, preparation and execution of vacation schedules, monitoring the state of labor discipline in the organization's divisions and employees' compliance with internal labor regulations, analyzes the causes of turnover, develops measures to strengthen labor discipline, reduce staff turnover, and waste of working time, and monitors their implementation;

      ensures the preparation of established personnel accounting and personnel management reports;

      manages the employees of the department.

 Must know:

      legislative and other regulatory legal acts and methodological materials on personnel management;

      legislation on pension provision, the structure and staff of the organization, its profile, specialization and development prospects;

      HR policy and strategy of the organization;

      the procedure for making forecasts, determining prospective and current personnel needs, sources of personnel provision for the organization, and the state of the labor market;

      personnel assessment systems and methods;

      methods of analyzing the professional and qualification structure of personnel;

      the procedure for registration, maintenance and storage of documentation related to personnel and their movement;

      the procedure for the formation and maintenance of the personnel database of the organization, the organization of time-keeping;

      methods of accounting for the movement of personnel;

      the procedure for compiling established reports, the possibilities of using modern information technologies in the work of HR services, advanced domestic and foreign experience in working with personnel;

      fundamentals of sociology, psychology, and labor organization;

      fundamentals of professionography, fundamentals of career guidance and professional adaptation work;

      computer technology, communications and communications;

     fundamentals of economics, organization of production, labor and management;

     labor legislation, internal labor regulations, occupational safety and health, industrial sanitation, fire safety requirements.

 Qualification requirements:

     higher (or postgraduate) education in the relevant field of personnel training and work experience in organizing personnel management in positions of at least 5 years.
