Recruitment Manager (Recruiter)

   This instruction is based on the Order of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated December 30, 2020 No. 553. Registered with the Ministry of Justice of the Republic of Kazakhstan on December 31, 2020 No. 22003. On approval of the Qualification Directory of positions of managers, specialists and other employees in accordance with the requirements of the Code of the Republic of Kazakhstan dated November 23, 2015 No. 414-V SAM., and is applied as an appendix to the employment contract.  

        Job responsibilities:

      implements and develops recruitment systems and processes;

      actively searches for staff;

      formulates requirements for candidates, makes a description of the vacant position and the characteristics of the required employees.;

      conducts an examination of vacancies;

      provides consultations on the preparation and filling out of questionnaires;

      searches for the required candidates through its own information databases and contacts, the media, the Internet, as well as by placing ads in various information sources.;

      Organizes and conducts interviews with candidates by formulating questions and getting answers to questions related to the requirements of a particular profession or position.;

      accepts and actively assists candidates in preparing their resumes.;

      evaluates the business and psychological qualities of candidates, organizes their psychological and professional testing;

      informs candidates about the nature, regime, working conditions at the enterprise, qualification and psychological requirements, benefits provided to employees, programs of material and moral encouragement;

      compiles analytical materials, a structured assessment report on competencies, an assessment of the personal qualities of candidates for the position, the degree of compliance of the candidate for the position with the necessary requirements.;

      provides creation of databases of candidates, vacancies and other information on the labor market (receipt, introduction, processing, analysis, classification, evaluation, reconciliation and storage of information), coordinates the extraction and use of information from databases;

      ensures timely established reporting;

     adheres to the occupational safety and health and fire safety procedures.

Must know:

     legislative and other regulatory legal acts regulating issues of human resource management, social security and employee insurance;

     instructional and methodological materials on the preparation and execution of personnel documentation;

     fundamentals of psychology, sociology, rhetoric, logic;

      ethics and culture of business communication, means and methods of persuading interlocutors;

     fundamentals of candidate motivation, labor sociology, modern interviewing techniques;

     methods of labor market analysis and monitoring;

     labor market information databases;

     the technology of searching for professions and positions using information systems;

     the specifics of the working conditions in the organization, the requirements for creating your own databases;

      professional and ethical code of the recruiter;

     testing and interview methods;

      ways to solve organizational, managerial and personnel problems;

     fundamentals of economics, organization of production, labor and management;

     labor legislation, internal labor regulations, occupational safety and health, industrial sanitation, fire safety requirements.

Qualification requirements:

     higher (or postgraduate) education in the relevant field of personnel training, work experience in the field of management for at least 2 years.
