On approval of the mandatory details of the results of the provision of government and other services in electronic form obtained through a cellular subscriber device, as well as the Rules for verifying their reliability
Order of the Deputy Prime Minister - Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan dated July 1, 2026 No. 370/NK. Registered with the Ministry of Justice of the Republic of Kazakhstan on July 2, 2026 No. 39201
In accordance with subparagraph 13-3) of Article 9 of the Law of the Republic of Kazakhstan "On State and Socially responsible Services", I ORDER:
1. Approve the attached documents:
1) Mandatory details of the results of the provision of government and other services in electronic form obtained through a cellular subscriber device;
2) Rules for verifying the reliability of the results of the provision of government and other services in electronic form obtained through a cellular subscriber device.
2. Invalidate them:
1) Order of the Minister of Investment and Development of the Republic of Kazakhstan dated January 19, 2016 No. 9 "On approval of mandatory Details of the results of the provision of state and other services in electronic form obtained through a cellular subscriber device, as well as the Rules for verifying their reliability" (registered in the Register of State Registration of Regulatory Legal Acts No. 13184);
2) Item 1 of the List of Certain Regulatory Legal Orders that are being amended, approved by Order of the Minister of Information and Communications of the Republic of Kazakhstan dated January 9, 2019 No. 3 "On Amendments to Certain Regulatory Legal Orders" (registered in the Register of State Registration of Regulatory Legal Acts No. 18201).
3. The Public Services Committee of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, shall ensure:
1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) posting of this order on the Internet resource of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, after its official publication.
4. Control over the execution of this order is entrusted to the supervising Vice Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan.
5. This order shall enter into force upon the expiration of ten calendar days after the date of its first official publication.

Mandatory details of the results of the provision of government and other services in electronic form obtained through a cellular subscriber device
1. The result of the provision of government and other services in electronic form, obtained through a cellular subscriber device, contains the following mandatory details:
1) the unique number of the electronic document with the date of receipt of the state and other services in electronic form;
2) individual identification number or business identification number of the service recipient;
3) Matrix code.

Rules for verifying the reliability of the results of the provision of government and other services in electronic form obtained through a cellular subscriber device
Chapter 1. General provisions
1. These Rules for verifying the reliability of the results of the provision of public and other services in electronic form obtained through a cellular subscriber device (hereinafter referred to as the Rules) have been developed in accordance with subparagraph 13-3) of Article 9 of the Law of the Republic of Kazakhstan "On Public and Socially Responsible Services" and determine the procedure for verifying the reliability of mandatory details of the results of the provision of public and other services in electronic form, received via a cellular subscriber device.
2. The following concepts are used in these Rules:
1) matrix code – graphical information in the form of a two-dimensional barcode applied to an electronic document, which makes it possible to read it by technical means, in accordance with the standard ST RK ISO/IEC 18004-2009 "Information technologies. Methods of automatic identification and data extraction. QR 2005 Barcode Symbolism Specification";
2) mandatory banking details – information that must be included in the result of the provision of government and other services in electronic form, obtained through a cellular subscriber device, allowing to identify the result of the service provided, confirm its affiliation, reliability and immutability.;
3) the mobile application of the "digital government" is a software product installed and launched on a cellular subscriber device and providing access to government services and other services provided in electronic form via cellular communications and the Internet;
4) electronic digital signature is a digital record (a set of digital data) created using the private key of an electronic digital signature and electronic digital signature tools, confirming the authenticity of an electronic document, its affiliation and the immutability of its content.
Chapter 2. The procedure for verifying the reliability of the results of the provision of government and other services in electronic form obtained through a cellular subscriber device
3. Verification of the reliability of the results of the provision of government and other services in electronic form obtained through a cellular subscriber device is carried out by the user or a third party to whom the user has presented an electronic document through the digital Government mobile application.
The reliability of the results of the provision of public and other services in electronic form, obtained through a cellular subscriber device, is confirmed by an electronic digital signature of an authorized person of the service provider providing public and other services.
Information about the electronic digital signature of an authorized person of a service provider providing government and other services is displayed in the digital government mobile application after reading the matrix code displaying information about the electronic digital signature.
4. The authenticity of an electronic document received through a cellular subscriber device is confirmed by the unique number of the electronic document generated and assigned by the digital government mobile application in the form of a matrix code of the electronic document.
5. To verify the reliability of the results of the provision of government and other services in electronic form obtained through a cellular subscriber device, the user selects the service "Verification of services received through the digital government mobile application", scans the matrix code of the electronic document, and also enters the individual identification number or business identification number of the service recipient.
6. The positive result of verifying the reliability of the results of the provision of government and other services in electronic form obtained through a cellular subscriber device is:
1) the correspondence of the scanned unique number of the electronic document when reading the matrix code to the code assigned by the digital government mobile application;
2) the correspondence of the displayed individual identification number or business identification number to the recipient's data;
3) availability of information about the electronic digital signature of an authorized person of the service provider providing government and other services.
7. A negative result of verifying the reliability of the results of the provision of government and other services in electronic form obtained through a cellular subscriber device is:
1) the discrepancy between the scanned unique number of the electronic document when reading the matrix code and the unique number of the electronic document assigned by the digital government mobile application;
2) the mismatch of the displayed individual identification number or business identification number with the recipient's data.
In case of a negative verification result, a message is displayed stating that there is no electronic document based on the entered data.
