On approval of the requirements for the content, management and information content of digital data and digital records of the Digital Government web portal

In accordance with paragraph 4 of Article 75 of the Digital Code of the Republic of Kazakhstan, I ORDER:
1. To approve the attached Requirements for the content, maintenance and information content of digital data and digital records of the Digital Government web portal.
2. Invalidate them:
1) Order of the Acting Minister of Investment and Development of the Republic of Kazakhstan dated January 26, 2016 No. 74 "On Approval of Requirements for the content, Maintenance and Information content of electronic Information resources of the web portal of the Electronic Government" (registered in the Register of State Registration of Regulatory Legal Acts No. 13193);
2) Order of the Acting Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan dated July 22, 2024 No. 435/NK "On Amendments and Additions to the Order of the Acting Minister of Investment and Development of the Republic of Kazakhstan dated January 26, 2016 No. 74 "On Approval of Requirements for the content, Management and information content of electronic information resources of the e-government web portal (registered in the Register of State Registration of Regulatory Legal Acts No. 34790).
3. The Public Services Committee of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, shall ensure:
1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) posting of this order on the Internet resource of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan after its official publication;
3) within ten working days after the state registration of this order with the Ministry of Justice of the Republic of Kazakhstan, submit to the Legal Department of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan information on the implementation of measures provided for in subparagraphs 1) and 2) of this paragraph.
4. Control over the execution of this order is entrusted to the supervising Vice Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan.
5. This order will enter into force on July 12, 2026 and is subject to official publication.

Requirements for the content, management and information content of digital data and digital records of the Digital Government web portal
Chapter 1. Requirements for the content and maintenance of the portal
1. The following requirements are set for the content of the portal:
1) complete and reliable information about public services;
2) timely updating of the information provided;
3) posting information in Kazakh, Russian and English languages;
4) accessibility for perception and use by users.
2. The following requirements are set for maintaining the portal:
1) the operation of the portal around the clock;
2) timely elimination of identified technical faults;
3) protection of digital data and digital records of the portal in accordance with the requirements of the legislation of the Republic of Kazakhstan on cybersecurity, on personal data and their protection.
Chapter 2. Requirements for the information content of the digital data portal
3. The following requirements are established for the information content of the portal with digital data:
1) reliability and relevance of digital data;
2) text materials are presented in document formats (.doc), Extensible Markup Language (.xml), PowerPoint Presentation (.ppt), Portable Document Format ( .pdf), Rich Text Format (.rtf), and the graphic materials and photographs are in digital form in the format of the Joint Photographic Experts Group .jpeg) and the Graphics Interchange Format (.gif).
Chapter 3. Information requirements for digital records of the portal
4. The following requirements are established for the information content of the portal with digital records:
1) reliability and relevance of digital records;
2) the Internet portal of open normative legal acts contains information on draft normative legal acts with the application of comparative tables (in case of amendments and (or) additions to the current normative legal act) and explanatory notes to them;
3) the Internet portal of open budgets contains information on budget reporting and the results of the state audit;
4) the Internet portal for evaluating the effectiveness of government agencies contains information on the assessment sheets of government agencies of the Republic of Kazakhstan.
