On measures to improve the organization of scientific activities in the Republic of Kazakhstan
Commentary to the Decree of the President of the Republic of Kazakhstan dated October 21, 2003 N 1208
This Decree was adopted taking into account the opinion of the country's leading scientists, academicians of HAH PK, who were concerned about the fate of national science, the role and place of the National Academy of Sciences in modern society and proposed to transform it from a republican state institution into a public association "National Academy of Sciences of the Republic of Kazakhstan".
Attempts to include the National Academy of Sciences in the new system of socio-economic relations have not led to a positive result. The decision taken in 2001 to grant the National Academy of Sciences of the Republic of Kazakhstan the status of a state institution proved ineffective, did not help to overcome inertia in the academy's activities, and the search for new approaches to organizing the research process.
In this regard, the Head of State supported the proposal of the members of the National Academy of Sciences to grant HAH PK the status of a public association. The Academy of Sciences is becoming independent of government agencies, which is positively perceived by the scientific community of the country. The main tasks of HAH PK members, as the scientific elite of society, will be to analyze the state of fundamental science in the republic and abroad, promote scientific achievements, actively interact with universities in the country, consult in the scientific and technical field, hold scientific symposiums and conferences, and award prizes named after outstanding scientists.
At the same time, the state, through institutions and mechanisms generally accepted in the world community, will continue to contribute in every possible way to the development of fundamental and applied scientific research that contributes to solving the socio-economic challenges facing the country, progress and prosperity of society.
The Government of the Republic of Kazakhstan has been instructed to take the necessary measures to implement the Presidential decree.
On October 22, the founding congress adopted the charter of the public association "National Academy of Sciences of the Republic of Kazakhstan" and elected the President of the Academy. He became academician M. Zhurinov, who was voted for by 72 participants of the meeting out of a hundred. Among the candidates were also E. Ergozhin, who received 19 votes, and S. Daukeev, who was supported by 10 academicians.
