      To ratify the Protocol on Amendments to the Agreement on Peacekeeping Activities of the Collective Security Treaty Organization dated October 6, 2007, signed in Dushanbe on September 16, 2021.

PROTOCOL on Amendments to the Agreement on Peacekeeping Activities of the Collective Security Treaty Organization dated October 6, 2007

      The member States of the Collective Security Treaty Organization, hereinafter referred to as the Parties,  

      Striving to further improve the legal foundations of the peacekeeping activities of the Collective Security Treaty Organization,  

      Guided by article 15 of the Agreement on Peacekeeping Activities of the Collective Security Treaty Organization dated October 6, 2007 (hereinafter referred to as the Agreement),

      We have agreed on the following:

     1. Make the following changes to the Agreement:

      1.1. In Article 1:

     a) add the following ninth paragraph:

     "Coordinating State" is one of the Member States designated by the CSC to address organizational issues and issues of comprehensive support for the use of the CMS in UN peacekeeping operations;";

     b) paragraphs nine through eleven are considered paragraphs ten through twelve, respectively;

      1.2. Article 8 should be worded as follows:

"Article 8

     Peacekeeping forces can be used in UN peacekeeping operations.

     To be used in UN peacekeeping operations, the CMS is created under the auspices of the coordinating State. The conditions for the participation of the KMS in the UN peacekeeping operation are determined in an agreement concluded by the coordinating State with the authorized UN unit. Certain issues related to the inclusion of peacekeeping contingents in the naval forces intended for use in UN peacekeeping operations are regulated by bilateral and multilateral agreements between the coordinating State and other Member States.

      Each Member State has the right to send its peacekeeping contingents registered in the United Nations Peacekeeping Capability Readiness System to participate in peacekeeping operations under the UN mandate, informing the Security Council of its participation."  

      2. This Protocol shall enter into force in accordance with the procedure provided for in Article 12 of the Agreement.

     Done in Dushanbe on September 16, 2021, in one original copy in Russian. The original copy of this Protocol shall be kept at the Secretariat of the Collective Security Treaty Organization, which will send a certified copy to each signatory State.
