To ratify Protocol on Amendments to the Agreement on the Conditions and Mechanism for the Application of Tariff Quotas dated December 12, 2008, signed in Moscow on June 21, 2013.

PROTOCOL on Amendments to the Agreement on the Conditions and Mechanism for the Application of Tariff Quotas dated December 12, 2008
The Government of the Republic of Belarus, the Government of the Republic of Kazakhstan and the Government of the Russian Federation, hereinafter referred to as the Parties, in accordance with Article 10 of the Agreement on Conditions and Mechanism for the Application of Tariff Quotas dated December 12, 2008 (hereinafter referred to as the Agreement), based on the Treaty on the Eurasian Economic Commission dated November 18, 2011, agreed as follows:
Article 1
Make the following changes to the Agreement: 1. In paragraph 1 of Article 3, the words "Commission of the Customs Union" shall be replaced by the words "Eurasian Economic Commission"; 2. Paragraph 1 of Article 4 shall be worded as follows: «1. The Commission shall distribute the amount of the tariff quota between the States of the Parties within the difference between the volumes of production and consumption in each of the States of the Parties, which was taken into account when calculating the amount of the tariff quota for the single customs territory in accordance with Article 3 of this Agreement. In this case, the Commission or the Parties, in accordance with the decision of the Commission, determine the method and procedure for distributing the tariff quota among participants in foreign trade activities, and also, if necessary, distribute the tariff quota among third countries.".
Article 2
Disputes between the Parties related to the interpretation and/or application of this Protocol shall be resolved in accordance with the procedure established by the Agreement.
Article 3
This Protocol shall be applied provisionally from the date of signature and shall enter into force from the date of receipt by the depositary through diplomatic channels of the last written notification on the completion by the States of the Parties of the internal procedures necessary for the entry into force of this Protocol.
Done in Moscow on June 21, 2013, in one original copy in the Russian language. The original copy of this Protocol shall be kept in the Eurasian Economic Commission, which, as the depositary of this Protocol, will send each Party a certified copy thereof.
