On some issues of digitalization in the Republic of Kazakhstan

Decree of the President of the Republic of Kazakhstan dated December 9, 2025 No. 1117.

In order to ensure the transition to a platform-based model of digitalization, eliminate duplication of government functions and optimize budget expenditures, I DECREE:

     1. Starting from January 1, 2026, a moratorium will be imposed on the creation of new informatization facilities for government agencies and quasi-public sector entities outside the QazTech electronic government information and communication platform (hereinafter referred to as the QazTech platform).

     2. If it is impossible for the Government of the Republic of Kazakhstan to develop new informatization facilities for government agencies and quasi-public sector entities on the QazTech platform, ensure that each specific case is submitted to the Commission under the President of the Republic of Kazakhstan on the implementation of digitalization in the Republic of Kazakhstan.

     3. The Government of the Republic of Kazakhstan, state bodies directly subordinate and accountable to the President of the Republic of Kazakhstan, local executive bodies and quasi-public sector entities shall take the necessary measures arising from this Decree.

     4. Control over the implementation of this Decree is entrusted to the Administration of the President of the Republic of Kazakhstan.

     5. This Decree shall enter into force from the date of its signing.
