The Government of the Republic of Kazakhstan DECIDES:
1. To approve the attached Agreement between the Government of the Republic of Kazakhstan and the Government of Turkmenistan on cooperation in the cultural and humanitarian sphere, concluded in Astana on November 25, 2025.
2. This resolution shall enter into force on the date of its signing.

Agreement between the Government of the Republic of Kazakhstan and the Government of Turkmenistan on cooperation in the cultural and humanitarian sphere.
The Government of the Republic of Kazakhstan and the Government of Turkmenistan, hereinafter referred to as the Parties,
taking into account the Treaty on Strategic Partnership between the Republic of Kazakhstan and Turkmenistan dated April 18, 2017,
in order to develop and strengthen mutual friendly relations and expand cooperation in the cultural and humanitarian sphere,
have agreed as follows:
Article 1
The parties cooperate in the fields of culture, art, exhibition activities, museum and library work, archaeology, television and cinematography, as well as in the sphere of folk artistic and applied creative work.
Article 2
The parties engage in mutual cultural exchange through theatrical, dance, variety, circus, and folklore‑ethnographic groups and other collectives operating in the field of culture and art, folk arts and crafts, and visual arts, and also hold international scientific conferences, congresses, symposia, round tables, and seminars.
The Parties ensure the participation of musical groups and creative associations from Kazakhstan and Turkmenistan in international festivals, exhibitions, musical and other events organized in the States of the Parties.
Article 3
The Parties shall cooperate in the field of broadcasting in accordance with the legislation of their respective states.
The specific details of this cooperation shall be resolved through negotiations between the relevant authorized bodies of the Parties’ states.
Article 4
For the purpose of implementing this Agreement, the Parties appoint the following authorized bodies:
on behalf of the Government of the Republic of Kazakhstan – the Ministry of Culture and Information of the Republic of Kazakhstan;
on behalf of the Government of Turkmenistan – the Ministry of Culture of Turkmenistan.
In the event of a change in the authorized bodies, the Parties shall notify each other through diplomatic channels.
Article 5
The parties ensure cooperation and the establishment of direct ties between educational organizations in the cultural sphere of the two states.
The Parties ensure the training and professional development of personnel in the field of culture and art, as well as the creation of conditions for teachers and students to complete creative and educational internships in educational organizations in the field of culture of the two states.
Article 6
The parties exchange information on research in the field of accounting, protection, restoration, and use of historical and cultural heritage sites, and explore the possibilities of jointly carrying out conservation and restoration work, scientific symposia, seminars, and expeditions.
Each Party promotes the study of the historical and cultural heritage of the peoples of the other Party’s state.
The Parties, in accordance with the legislation of their respective states, shall ensure that citizens of both states have access to museum and library collections.
Article 7
All types of activities provided for in this Agreement are carried out and financed in accordance with the legislation of the States Parties.
Each Party shall independently bear the costs associated with the implementation of this Agreement, unless a different procedure for financing the expenses is agreed upon in each specific case.
The Parties exchange regulatory legal acts of their respective states that regulate the areas provided for in this Agreement.
Article 8
In the event of any disagreements arising during the interpretation and implementation of the provisions of this Agreement, the Parties shall resolve them through negotiations and consultations.
By mutual agreement of the Parties, amendments and additions may be made to this Agreement; such amendments and additions shall be considered integral parts thereof, shall be drawn up in separate protocols, and shall enter into force in accordance with the procedure provided for in Article 9 of this Agreement.
In the event of termination of this Agreement, any activities initiated by the Parties shall continue until they are completed.
Article 9
This Agreement is concluded for an indefinite period and comes into force on the date of receipt, through diplomatic channels, of the latest written communication.
Each Party has the right to terminate this Agreement by sending a written notice of its intention to the other Party through diplomatic channels. In this case, the termination of this Agreement shall take effect 6 (six) months from the date of receipt of such notice.
Done in the city of Astana on November 25, 2025, in two copies, each in Kazakh, Turkmen, and Russian, with all texts having equal force.
In the event of any discrepancies between the texts of this Agreement, the Parties shall refer to the text in the Russian language.
