On the Declaration of the Heads of the CIS member States on the main directions of development of the Commonwealth of Independent States
Decision of the Council of Heads of State of the Commonwealth of Independent States dated 2.04.1999
The Council of Heads of State of the Commonwealth of Independent States decided:
1. To adopt the Declaration of the Heads of the CIS member States on the main directions of development of the Commonwealth of Independent States (attached).
2. To instruct the Executive Secretariat of the Commonwealth of Independent States to develop an action program for the development of the Commonwealth based on the Declaration.
Done in Moscow on April 2, 1999, in one original copy in the Russian language. The original copy is kept at the Executive Secretariat of the Commonwealth of Independent States, which will send a certified copy to each signatory State of this Decision.

The decision was signed by the Republic of Armenia with the reservation: "The Republic of Armenia considers it impossible to apply the provisions set out in paragraph 6 on page 3 of this draft Declaration in the settlement of the Nagorno-Karabakh issue and believes that its resolution should be based on the right of peoples to freely control their own destiny."
The decision was not signed by Turkmenistan.
Declarations of the Heads of the CIS member States on the main directions of development of the Commonwealth of Independent States
We, the heads of the member States of the Commonwealth of Independent States, noting that The Commonwealth has had a positive impact on the formation of new sovereign independent states, the choice of their own model of economic reform and nation-building, and the formation of qualitatively new interstate relations between them.,
Noting further that the Commonwealth has played an important role in preserving the diverse historical ties between the peoples of our countries and has contributed to the establishment of equal and mutually beneficial cooperation between the participating States on a new basis,
taking into account the current geopolitical realities characterized by the globalization of economic and political development,
Realizing their responsibility to their peoples for the speedy resolution of acute socio-economic problems and striving to provide them with a high standard of living,
Convinced that the most important goal of the Commonwealth is to ensure fundamental human rights and freedoms in accordance with universally recognized principles and norms of international law and UN and OSCE documents,
Reaffirming the rights of national minorities to ethnic, cultural, linguistic and religious identity, while considering that their observance of obligations towards the State of residence, on an equal basis with other citizens, as well as observance of all obligations towards national minorities on the part of the State of residence, is an essential factor for peace, stability and democracy,
Considering that the development of multilateral cooperation within the CIS, as well as the early entry of the CIS member States into the global economic space, meets their national interests,
Striving to continue to use and fully develop the relations of friendship and mutually beneficial cooperation that have developed between the participating States,
based on the experience of the CIS and summing up the work of the Special Interstate Forum on Improving the Activities of the CIS and its reform,
We consider it necessary to give a new impetus to the development of equal partnership and cooperation within the CIS, primarily in the economic sphere, in conditions of sustainable peace, security and democracy.;
We are convinced that one of the priorities for further improvement of the CIS's activities should be the deepening of multilateral economic cooperation.;
We confirm that the creation of the CIS free trade zone is an objective necessity in terms of the formation of a full-fledged market infrastructure in the Commonwealth, the transition to higher levels of economic cooperation, and the future development of a common economic space based on the free movement of goods, services, labor, and capital.;
We are confident that the creation of the CIS free trade zone will facilitate the entry of the CIS member states into the global economic system, the accession of our states to the WTO, the development of cooperation with other international organizations, and adaptation to the norms and requirements of relevant regional and universal international structures.;
We express our readiness to assist the development of private entrepreneurship within the CIS, multilateral industrial cooperation, the creation of transport corridors, investment cooperation, the development of the agricultural market, joint participation in projects for the development of deposits of fuel, energy and raw materials, joint entry of enterprises of the CIS member states into foreign markets to provide technical assistance to third countries in construction. industrial and transport facilities, as well as to resolve issues of freedom of transit, especially pipeline, automobile and railway transport;
We proceed from the fact that the CIS member states face other urgent problems that are of a cross-border nature and can be solved through their joint efforts within the framework of the Commonwealth.;
We are convinced that, having achieved concrete results in economic cooperation, the CIS member states will be able to cooperate more effectively in other areas of mutual interest.;
We consider it one of the main tasks of the member states of the Commonwealth to improve the well-being of the citizens of our states, ensuring their broad rights in the fields of education, health, social protection, and cultural development.;
We consider the practice of foreign policy consultations on topical international issues to be useful and should be continued, taking into account the national interests of each of the CIS member States.;
We reaffirm our commitment to the early settlement of armed conflicts in the territories of the Commonwealth member States by peaceful means using the mechanisms and resources of the United Nations and the OSCE, based on unwavering respect for the territorial integrity, inviolability of State borders and other universally recognized norms and principles of international law.;
We advocate increasing efforts in the fight against organized crime, terrorism and drug trafficking, which threaten stability and democracy in the CIS member States, as well as their security.;
We are convinced that the important areas of CIS reform at this stage should be the active democratization of its activities, the improvement of consensus-based decision-making mechanisms, their implementation by the CIS bodies, and the establishment of clear interaction between them.;
We believe that the structure of the CIS interstate bodies should meet the requirements for further development of cooperation in the Commonwealth, ensure an effective mechanism for negotiations and consultations, eliminate duplication, including with existing international structures, be highly efficient and be serviced by compact, professional and economical secretariats. The participating States confirm the expediency of locating the CIS headquarters in Minsk.;
In this regard, we consider it necessary to optimize the costs of maintaining the bodies of the Commonwealth, including by reducing the number of their staff and eliminating those bodies that have lost their relevance.
We reaffirm our commitment to the development of friendship and partnership between the CIS member States and our desire to fully realize the potential of the Commonwealth for the benefit of the peoples of our states. We will deepen cooperation within the CIS in line with global trends that determine socio-economic processes at the turn of the 21st century.
