Commonwealth of Independent States Declaration of March 20, 1992

The member States of the Commonwealth, noting that the renunciation of the use of force or the threat of its use, enshrined in the Charter of the United Nations and in the Final Act of the Conference on Security and Co-operation in Europe, is an obligation that all States must comply with, reaffirming their obligations to resolve disputed issues exclusively by peaceful means, as stated by the heads of State of the Commonwealth Independent States on December 21, 1991 in Alma Ata and on February 14, 1992 in Minsk, in order to end the bloodshed, To localize and prevent hotbeds of tension, guided by the desire of the peoples of the Commonwealth States for peace, security and good-neighborliness, declare the following: the Participating States 1. They do not allow the use of force or the threat of its use. 2. They do not supply weapons to conflict zones. 3. Prevent attacks on military units and facilities in order to seize weapons.      4. Refrain from organizing or encouraging the organization of irregular forces or armed gangs, including mercenaries.      5. They refrain from escalating tensions in relations between the Commonwealth States.      6. In case of disputes between them, they make efforts in good faith and in a spirit of cooperation to reach a fair solution based on international law in a short time.      To this end, use such means of peaceful dispute resolution as negotiation, examination, mediation, conciliation, arbitration, judicial proceedings or other peaceful means of their own choice, including any settlement procedure agreed upon before the dispute arose to which they would be parties, and apply the principles, regulations and norms for peaceful dispute resolution. developed within the framework of the United Nations and the Conference on Security and Cooperation in Europe.      7. They encourage the use of various forms of public diplomacy and public initiative in order to prevent the threat of interstate conflicts.      8. Support the efforts of the international community and its institutions to resolve conflicts on the territory of the Commonwealth States.      Done in Kiev on March 20, 1992, in one original copy in the Russian language. The original copy is kept in the archives of the Government of the Republic of Belarus, which will send a certified copy to the signatory States of this Convention.    The declaration was signed by representatives of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, the Russian Federation, Tajikistan, Uzbekistan, and Ukraine.
