     To ratify the Agreement between the Government of the Republic of Belarus, the Government of the Republic of Kazakhstan, the Government of the Kyrgyz Republic, the Government of the Russian Federation and the Government of the Republic of Tajikistan on mutual visa-free travel of Citizens, concluded in Minsk on November 30, 2000.

Agreement* between the Government of the Republic of Belarus, The Government of the Republic of Kazakhstan, the Government of the Kyrgyz Republic, the Government of the Russian Federation and the Government of the Republic of Tajikistan on mutual visa-free travel of citizens

     The Government of the Republic of Belarus, the Government of the Republic of Kazakhstan, the Government of the Kyrgyz Republic, the Government of the Russian Federation and the Government of the Republic of Tajikistan, hereinafter referred to as the Parties, with the aim of developing friendly good-neighborly relations, strengthening economic, trade, scientific, technical, cultural and other ties between the States of the Parties, proceeding from mutual interest, to take the necessary measures to further strengthen integration relations between the States of the Parties,       Guided by the desire to facilitate as much as possible the conditions of mutual travel of citizens on the territory of the States of the Parties, agreed on the following:

                             Article 1

     Citizens of the States of the Parties, regardless of their place of residence, have the right to enter, leave, transit, travel and stay in the territory of the States of the Parties without a visa on one of the valid documents specified in Annexes N 1, 2, 3, 4 and 5 to this Agreement.       After signing this Agreement, the Parties will immediately exchange through diplomatic channels samples of the documents listed in Annexes N 1, 2, 3, 4 and 5 to this Agreement.

                             Article 2

     Citizens of the States of the Parties enter the territory of each of the States of the Parties and leave this territory through checkpoints open to international traffic.       The Parties will exchange through diplomatic channels lists of checkpoints open for the movement of citizens of the States Parties to this Agreement.

                             Article 3

     The Parties undertake to allow citizens of the States of the Parties who have valid documents for the right to cross the border in accordance with the national legislation of the States of the Parties to enter third countries at checkpoints open to international traffic, and will take measures to prevent persons from leaving for third countries who are prohibited from leaving by the competent authorities of the States of the Parties.

                             Article 4

     The provisions of this Agreement do not affect the right of the Parties to take special measures to protect their borders and territories in emergency circumstances, in particular, in situations threatening their safety, public order or public health. In this case, the interested Party may impose temporary restrictions on the entry, exit, stay, movement and transit of citizens of the States of the Parties, notifying the other Parties through diplomatic channels 72 hours before the entry into force of these restrictions.

                             Article 5

     The Parties shall regularly inform each other on issues related to the scope of application of the provisions of this Agreement, including on valid identity documents and proof of citizenship of their holders, on changes in the procedure for their issuance and use, on the rules of stay of foreign citizens in the territory of the States of the Parties, as well as on relevant legislative and other regulatory legal acts..       In the event of the introduction of new documents or amendments to the documents specified in Annexes N 1, 2, 3, 4 and 5 to this Agreement, the Parties through diplomatic channels will exchange their samples no later than 30 days before their entry into force.

                             Article 6

     Citizens of the States of the Parties who have violated the provisions of this Agreement or the rules of stay in the territory of the States of the Parties shall be liable in accordance with the legislation of the State of the Party in whose territory the violation was committed.

                             Article 7

     By mutual agreement of the Parties, amendments and additions may be made to this Agreement, which are formalized by protocols that are an integral part of this Agreement.

                             Article 8

     This Agreement is concluded for an indefinite period. Each Party may withdraw from this Agreement by sending a written notification to the depositary, which is the Integration Committee of the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation and the Republic of Tajikistan of its intention to withdraw from this Agreement at least 90 days before the withdrawal date.       This Agreement does not limit the right of each of the Parties, if it deems it necessary, to switch, with respect to one or more participants in this Agreement, to a travel regime for citizens other than that contained in this Agreement. In this case, the other Parties will consult within 30 days of receiving notification of the decision through diplomatic channels in order to decide to what extent their obligations under this Agreement remain fulfilled.

                             Article 9

     This Agreement is open for accession by any State with the consent of all Parties.

                             Article 10

     This Agreement is temporarily applied from the moment of signing and enters into force from the date of receipt by the depositary of the last written notification that the Parties have completed the internal procedures necessary for its entry into force.       Done in Minsk on November 30, 2000, in a single copy in the Belarusian, Kazakh, Kyrgyz, Russian and Tajik languages, all texts being equally authentic.

    For the purposes of interpreting the provisions of this Agreement, the text in Russian is used.      The original copy of this Agreement is kept in the Integration Committee of the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation and the Republic of Tajikistan, which will send a certified copy to the signatory States of this Agreement.

A valid passport of a citizen of the USSR of the sample of 1974 with a note on belonging to the citizenship of the Republic of Belarus.       4. A foreign passport of the USSR, issued in accordance with the established procedure for traveling abroad.       5. Diplomatic passport. 6. Official passport. 7. Birth certificate (for children under the age of 16).       8. An identity card or military ID of a serviceman undergoing military service, if there is a business trip certificate, a prescription, or a vacation ticket.       9. National seafarer's identity card (if you have a ship's role or an extract from it).       10. The identity card of a railway transport worker (while traveling as part of train crews).       11. Flight certificate of an aircraft crew member (if there is an entry in the flight assignment).       12. Certificate of return to the Republic of Belarus - (only for return to the Republic of Belarus).
