On the ratification of the Agreement on the Establishment of a Command and Control system for the Collective Security System of the Collective Security Treaty Organization

     To ratify the Agreement on the Establishment of a system for managing the forces and means of the collective security system of the Collective Security Treaty Organization, signed in Dushanbe on October 6, 2007.

  AGREEMENT on the establishment of a command and control system for the collective security system of the Collective Security Treaty Organization

(Bulletin of International Treaties of the Republic of Kazakhstan, 2009, No. 2, Article 9) (Entered into force on February 29, 2009)

     The member States of the Collective Security Treaty Organization (hereinafter referred to as the Organization, CSTO), hereinafter referred to as the Parties, proceeding from the need to combine efforts to further form a collective security system in order to create a system for managing the forces and means of the Collective Security Treaty Organization (hereinafter referred to as the CSTO forces and means management system), have agreed on the following :  

  Article 1  

     The parties are creating a CSTO force and means management system.         The CSTO forces and means management system is a set of functionally interconnected management bodies, control points and controls (communication systems, automated control systems, as well as special systems) that form the organizational and technical basis for managing coalition (regional) groupings of troops (forces) in the interests of ensuring national and collective security of the Parties.         The CSTO forces and means management system is based on elements of the Parties' control systems in the regions (areas) of collective security, taking into account the commonality of the defense space, operational equipment and infrastructure of the regions (areas) of collective security.        

  Article 2  

     For the purposes of this Agreement, the terms used mean: "forces and means of the collective security system" - coalition (regional) groups of troops (forces) and their management bodies, groupings of combined systems (air defense, intelligence, management and others) in the regions (areas) of collective security, the interstate military management body of the collective security system for coordination work on the formation of coalition (regional) groupings of troops (forces) and joint military systems;         "management bodies" is the general name of military management bodies designed to lead and control groups of troops (forces) and joint military systems; "control points" are places specially equipped and equipped with technical means from which the leadership of coalition (regional) groupings of troops (forces) and joint military systems is carried out.;         "communication system" is an organizational and technical association of forces and means of communication created to ensure the exchange of all types of information in the process of managing the forces and means of the collective security system.  

  Article 3  

     The CSTO forces and means management system is being created to solve the following tasks: ensuring the effective functioning of the forces and means of the Organization's collective security system in peacetime and wartime for an adequate response to modern challenges and threats to the national and collective security of the Parties; optimal use of the forces and means of the collective security system during regrouping and conducting military operations in the region collective security;         maintaining continuous interaction of the governing bodies of the coalition (regional) groups of troops (forces) with the Ministries of Defense of the Parties in order to successfully complete their tasks on time in any situation; ensuring interregional interaction of the coalition (regional) groups of troops (forces); bringing combat control and warning signals to the governing bodies of the coalition (regional) groups of troops (forces) and combined military systems.  

  Article 4  

     The tasks, composition of the forces and means of the CSTO forces and means management system are determined by the CSTO Collective Security Council; the creation, development and improvement of the CSTO forces and means management system is organized and implemented by the CSTO Council of Defense Ministers; the composition, recruitment procedure and powers of the governing bodies of coalition (regional) groupings of troops (forces) are determined by the Ministers of Defense of the Parties to the collective security security.  

  Article 5  

     As part of the forces and means of the CSTO collective security system, there are control systems for coalition (regional) groupings of troops (forces) in the collective security regions: - the control system for the grouping of troops of the Central Asian region of Collective Security (formed on the basis of bilateral and regional agreements between the Parties); - the control system for the grouping of troops of the Eastern European region of Collective Security (formed within the framework of Union State of the Republic of Belarus and the Russian Federation);         - The command and control system of the group of troops of the Caucasus region of collective security (formed on the basis of bilateral agreements between the Republic of Armenia and the Russian Federation).  

  Article 6  

     When creating and operating the CSTO forces and means management system, the Parties will take all necessary measures to ensure the secrecy and security of classified information in accordance with their regulatory legal acts on the protection of classified information and the provisions of the Agreements on mutual security of classified information within the framework of the Collective Security Treaty Organization dated June 18, 2004.  

  Article 7  

     This Agreement does not affect the provisions of other international treaties to which the Parties are Parties.  

  Article 8  

     This Agreement may be amended and supplemented by mutual agreement of the Parties, formalized in separate protocols, which are an integral part of this Agreement and enter into force in accordance with the procedure established by Article 10 of this Agreement.  

  Article 9  

     Disputes arising between the Parties in the application and interpretation of this Agreement are resolved through consultations and negotiations between the Parties concerned.  

  Article 10  

     This Agreement shall enter into force on the date of receipt by the depositary of the fourth written notification that the Signatories have completed the internal procedures necessary for its entry into force.         For the Parties who have completed the necessary internal procedures later, this Agreement shall enter into force on the date of delivery of the relevant written notification to the depositary.  

  Article 11  

     Each Party may withdraw from this Agreement by sending a written notification to the depositary no later than six months before the withdrawal date, having settled the obligations that have arisen during the validity of this Agreement.  

     Done in Dushanbe on October 6, 2007, in one original copy in the Russian language. The original copy of this Agreement shall be kept at the Secretariat of the Collective Security Treaty Organization, which will send a certified copy to each signatory State.
