To ratify the Agreement on the Interstate Exchange of Special Communications Items, signed in Ashgabat on December 23, 1993, and the Protocol on Amendments and Additions to the Agreement on the Interstate Exchange of Special Communications Items dated December 23, 1993 and the Regulations on the Interstate Exchange of Special Communications Items approved by it, signed in Moscow on March 16, 2001.

It shall enter into force on the date of deposit with the depositary of the third notification on the fulfillment by the signatories of all necessary domestic procedures. For the Parties that have completed the necessary procedures later, this Protocol shall enter into force on the date of deposit of the relevant documents with the depositary.
