On the ratification of the European Cultural Convention

Member Governments of the Council of Europe, signatories to this Convention,
Considering that the aim of the Council of Europe is to achieve greater unity among its members in order, inter alia, to protect and implement the ideals and principles that are their common heritage;
Considering that the deepening of mutual understanding between the peoples of Europe would contribute to the achievement of this goal;
Considering that in order to achieve these goals, it is desirable not only to conclude bilateral cultural conventions between the members of the Council, but also to follow a policy of common actions aimed at protecting and encouraging the development of European culture;
Deciding to conclude a common European Cultural Convention aimed at facilitating the citizens of all Member States and such other European States that may join it to study the languages, history and culture of other countries and the culture common to all of them,
have agreed on the following:
Article 1
Each Contracting Party shall take appropriate measures to protect and promote the development of its national contribution to the common cultural heritage of Europe.
Article 2
Each Contracting Party, as far as possible:
(a) Encourages the study by its citizens of the languages, history and culture of other Contracting Parties and provides these Parties with appropriate opportunities to facilitate such study on its territory; and
(b) Seeks to encourage the study of its language or languages, history and culture in the territory of other Contracting Parties and provides citizens of those Parties with the opportunity to conduct such studies in its territory.
Article 3
The Contracting Parties shall hold mutual consultations within the framework of the Council of Europe in order to coordinate their actions to promote cultural events of interest to Europe.
Article 4
Each Contracting Party shall, to the extent possible, facilitate the movement and exchange of persons and objects of cultural value in order to implement the provisions of Articles 2 and 3.
Article 5
Each Contracting Party considers objects of cultural value to Europe transferred under its control as an integral part of the common cultural heritage of Europe, takes appropriate measures to protect them and ensures reasonable access to them.
Article 6
1. Proposals on the application of the provisions of this Convention and on issues related to their interpretation shall be considered at meetings of the Committee of Experts on Cultural Affairs of the Council of Europe.
2. Any non-member State of the Council of Europe which has acceded to this Convention in accordance with the provisions of paragraph 4 of Article 9 may appoint a representative or representatives to attend the meetings referred to in the preceding paragraph.
3. The conclusions reached at the meetings referred to in paragraph 1 of this article shall be submitted in the form of recommendations to the Committee of Ministers of the Council of Europe, unless they constitute decisions falling within the competence of the Committee of Experts on Cultural Issues, as related to administrative matters that do not entail additional costs.
4. The Secretary General of the Council of Europe shall communicate to the members of the Council and to the Government of any State which has acceded to this Convention any decisions relating thereto which may be taken by the Committee of Ministers or the Committee of Ministers for Cultural Affairs.
5. Each Contracting Party shall promptly notify the Secretary General of the Council of Europe of any actions it may take to implement the provisions of this Convention in accordance with decisions of the Committee of Ministers or the Committee of Experts on Cultural Issues.
6. If any proposals for the application of this Convention are of interest only to a certain number of Contracting Parties, such proposals may be considered in more detail in accordance with the provisions of Article 7, provided that their implementation does not entail costs for the Council of Europe.
Article 7
If, in order to promote the objectives of this Convention, two or more Contracting Parties wish to organize meetings at the headquarters of the Council of Europe other than those referred to in paragraph 1 of Article 6, the Secretary General of the Council shall provide them with such administrative assistance as may be necessary.
Article 8
Nothing in this Convention may be considered as affecting:
a) the provisions of any existing bilateral cultural convention that may be signed by any of the Contracting Parties, or as reducing the expediency of concluding any other such convention by any of the Contracting Parties, or
b) the obligation of any person to comply with the laws and regulations in force in the territory of any Contracting Party regarding the entry, stay and departure of foreigners.
Article 9
1. This Convention is open for signature by the members of the Council of Europe. It is subject to ratification and the instruments of ratification shall be deposited with the Secretary General of the Council of Europe.
2. As soon as the instruments of ratification have been deposited by the three signatory Governments, this Convention shall enter into force for those Governments.
3. For each Government that has signed the Convention and subsequently ratified it, the Convention enters into force on the date of deposit of its instrument of ratification.
4. The Committee of Ministers of the Council of Europe may decide unanimously to invite, under such conditions as it deems necessary, any European State that is not a member of the Council to accede to this Convention. Any State so invited may accede to the Convention by depositing its instrument of accession with the Secretary General of the Council of Europe. Such accession shall take effect on the date of receipt of the said document.
5. The Secretary General of the Council of Europe shall notify all members of the Council and any acceding States of the deposit of all instruments of ratification and accession.
Article 10
Any Contracting Party may indicate the territories in which the provisions of this Convention apply by sending a declaration to the Secretary General of the Council of Europe, which the latter shall send to all other Contracting Parties.
Article 11
1. Any Contracting Party may denounce this Convention at any time after it has been in force for five years by written notification addressed to the Secretary General of the Council of Europe, who shall inform the other Contracting Parties accordingly.
2. Such denunciation shall take effect for the Contracting Party concerned six months after the date of receipt of the notification by the Secretary General of the Council of Europe.
In witness whereof, the undersigned, being duly authorized thereto by their respective Governments, have signed this Convention.
Done at Paris, this nineteenth day of December, one thousand nine hundred and fifty-four, in English and French, both texts being equally authentic, in a single copy, which shall be deposited in the archives of the Council of Europe. The Secretary-General shall transmit certified copies of the Convention to each of the signatory or acceding Governments.
