GRANT AGREEMENT
The Agreement dated September 10, 2015 was concluded between the Republic of Kazakhstan (hereinafter referred to as the Recipient) and the International Bank for Reconstruction and Development (hereinafter referred to as the World Bank), acting as the administrator of the Trust Fund of one donor for Energy Efficiency and Youth Housing Development Programs (hereinafter referred to as the Trust Fund). The Recipient and the World Bank have hereby agreed as follows:
Article I Standard conditions; Definitions
1.01. The Standard Terms and Conditions for Grants allocated by the World Bank from Various Funds dated February 15, 2012 (hereinafter referred to as the Standard Terms and Conditions) are an integral part of this Agreement. 1.02. Unless otherwise provided by the context, the terms used in this Agreement and capitalized have the meanings assigned to them based on the Standard Terms or this Agreement.
Article II Draft
2.01. The Recipient declares his commitment to the project objectives set out in Annex 1 to this Agreement (hereinafter referred to as the Project). In this regard, the Recipient ensures the implementation of the Project through the Ministry of Education and Science in accordance with the provisions of Article II of the Standard Conditions. 2.02. Without limitation of provisions Section 2.01 of this Agreement and, except in other cases agreed between the Recipient and the World Bank, the Recipient shall ensure the implementation of the Project in accordance with the provisions of Annex 2 to this Agreement.
Article III Grant
3.01. The World Bank agrees to allocate to the Recipient, in the manner and on the terms set forth or mentioned in this Agreement, a grant in the amount of twenty-one million seven hundred and sixty-three thousand US dollars ($21,763,000) (hereinafter referred to as the Grant) to assist in financing the Project. 3.02. The Recipient may withdraw the grant funds in accordance with Section IV of Annex 2 to this Agreement. 3.03. The grant is financed from the funds of the Trust Fund, for which the World Bank receives periodic contributions from the donor of the Trust Fund. In accordance with Section 3.02 of the Standard Terms and Conditions, the payment obligations of the World Bank in connection with this Agreement are limited to the amount of funds allocated to the World Bank by the donor under the Trust Fund, and the Recipient's right to withdraw Grant funds depends on the availability of these funds.
Article IV Additional legal remedies
4.01. Additional cases of suspension of the Agreement specified in Section 4.02 (k) of the Standard Conditions: after the effective date of the Agreement referred to in Section 5.03 of this Agreement, the World Bank determines that an event occurred before that date, but after the date of signing this Agreement, which would give the World Bank the right to suspend the Recipient's right to withdraw funds from the Grant account if this Agreement entered into force on the date when such an event occurred.
Article V Entry into force; Termination of the Agreement
5.01. This Agreement will not enter into force until the World Bank has been provided with documentary evidence satisfying the requirements of the World Bank that the following conditions have been met. (a) The conclusion and execution of this Agreement on behalf of the Recipient is duly authorized or ratified through all necessary governmental actions. (b) The Recipient, through the Ministry of Education and Science, has approved the Operational Guidelines for the Project in a form acceptable to the World Bank, in accordance with Section B.1. Appendices 2 to this Agreement. (c) The Recipient, through the Ministry of Education and Science, has approved the Community Procurement Handbook in a form acceptable to the World Bank. 5.02. As part of the documentary evidence provided in accordance with Section 5.01, the World Bank is provided with an opinion or opinions that meet the requirements of the World Bank, a lawyer who meets the requirements of the World Bank, or, at the request of the World Bank, a certificate that meets the requirements of the World Bank, a competent official of the Recipient, indicating on behalf of the Recipient that this Agreement duly authorized (by going through all necessary government procedures and actions) or ratified, It is also signed and executed on behalf of the Recipient and is legally binding for him in accordance with the terms of this Agreement. 5.03. Unless otherwise agreed between the Recipient and the World Bank, this Agreement shall enter into force on the day when the World Bank sends to the Recipient a notification of acceptance of the documentary certificates to be provided in accordance with Section 5.01 (hereinafter referred to as the Effective Date). If an event occurs prior to the Effective Date that authorizes the World Bank to suspend the Recipient's right to withdraw funds from the Grant account, the World Bank may delay sending the notification referred to in this Section until such event(s) has concluded. 5.04. Termination of the Agreement due to non-entry into force. This Agreement and all obligations of the parties arising from this Agreement shall be terminated if they have not entered into force 180 days after the date of signing this Agreement, except in cases where the World Bank, after reviewing the reasons for the violation of the deadline, sets a later date for the purposes of this Section. The World Bank is obliged to notify the Recipient in a timely manner about the establishment of a later date.

APPENDIX 1
PROJECT DESCRIPTION
The aim of the Project is to encourage the involvement of young people, especially socially vulnerable groups, in the life of the community, as well as the development of vital skills through a program of training in socially useful activities for the benefit of the community.
The project is divided into the following parts:
Part 1: Support for a community service training program and vital skills development
(a) Providing: (i) sub-grants to organizations providing services that meet the specified requirements, and (ii) sub-grants and social scholarships for groups of young people who meet the specified requirements to implement sub-projects to teach skills in socially useful activities for the benefit of the community, in accordance with the selection criteria and guidelines for the preparation of project proposals provided for in the Operational Guidelines for the Project. (b) Training young people who meet the required requirements in the development of vital skills and project management. (c) Promote the development and implementation of pilot approaches to effective outreach to vulnerable youth groups in order to encourage the participation of these youth groups in the activities outlined above under components 1 (a) and 1 (b). (d) Organize coordination, communication and accountability activities through the development of and the implementation of: (i) an awareness campaign; and (ii) a feedback and problem resolution mechanism in accordance with the requirements and criteria outlined in the Project Operations Manual.
Part 2: Support for the institutional development of the Ministry of Education and Science in the implementation of youth policy
(a) Promote the development of institutional mechanisms for the implementation, coordination and evaluation of youth policy. (b) To promote the development of a training program and awareness-raising activities aimed at senior secondary school students.
Part 3: Organization of Project management, monitoring and evaluation
(a) Support the Project Management Team in carrying out Project management activities, overseeing the activities of the Coordinating Agency, and organizing Project monitoring and evaluation. (b) Conducting an annual audit.
APPENDIX 2
PROJECT IMPLEMENTATION
Section I. Institutional and other mechanisms
A. Institutional arrangements
1. The recipient, through the Ministry of Education and Science, provides: (a) Monitoring the work of the Coordination Agency in accordance with Part 1 of the Project; (b) implementation of activities in Parts 2 and 3 of the Project; (c) overall coordination and management of the Project throughout the Project period, providing strategic guidance and monitoring of the progress of the tasks set within the Project. 2. The Recipient, through the Ministry of Education and Science, establishes and subsequently ensures the functioning throughout the entire Project implementation period of the Project Management Group under the Ministry of Education and Science with developed technical specifications, staffed and resourced to meet the requirements of the World Bank, which is responsible for the daily execution, financial management, procurement, monitoring and evaluation of project activities. The project. The Project Management Team should include, among others, a project coordinator, a financial management specialist, a procurement specialist, a monitoring and evaluation specialist, and an interpreter. 3. To implement the activities of Part 1 of the Project, the Recipient, through the Ministry of Education and Science, selects a Coordinating Agency on a competitive basis and subsequently must enter into contractual relations for the provision of services with the Coordinating Agency on terms and conditions acceptable to the World Bank. Such terms and conditions will include, but are not limited to: (a) ensuring that the final design of the Part 1 Project training activities includes the criteria and requirements specified in the Project Operational Manual; (b) ensuring compliance with the implementation protocol and monitoring system specified in the Project Operational Manual; and (c) ensuring the application of bank card replenishment procedures established by the Operational Management of the Project for the timely disbursement of grants and social scholarships within the framework of subprojects.
V. Operational guidance for the Project
1. The Recipient undertakes to ensure the implementation of the Project through the Ministry of Education and Science in accordance with the provisions of the guidelines meeting the requirements of the World Bank (hereinafter referred to as the Operational Guidelines for the Project), which, among other things, should include the following: (a) implementation mechanisms, procedures for financial management, procurement and accounting within the framework of the Project; (b) Terms of reference for the Coordinating Agency; (c) criteria and procedural requirements for the selection, evaluation, implementation and control of community service training and Beneficiary selection subprojects; (d) criteria for the integration of elements of positive youth development (e.g. participation in public affairs, initiative, support system, safe space and public recognition for positive behavior) into subprojects to teach skills in socially useful activities for the benefit of the community; (e) the implementation protocol and monitoring system for subprojects on community service skills training; (f) procedures for replenishing bank cards for timely disbursement of grants and social scholarships under subprojects; (g) criteria for training young people in vital skills development and project management; and (H) criteria regarding the awareness-raising campaign and the feedback and problem-solving mechanism. 2. In the event of a conflict between the terms of the Operational Guidelines for the Project and the terms of this Agreement, the terms of this Agreement shall prevail. Except in cases where it is agreed with the World Bank, the Recipient must not assign, modify, cancel or refuse to execute the Operational Guidelines for the Project or any of its parts.
C. Anti-corruption measures
The Recipient undertakes to ensure the implementation of the Project in accordance with the provisions of the "Guidelines for the Prevention and Suppression of Fraud and Corruption in the Implementation of Projects Financed by IBRD Loans and IDA Loans and Grants" dated October 15, 2006 and the updated version of the document in January 2011 (hereinafter referred to as the Anti-Corruption Guidelines).
D. Subprojects for training in socially useful activities for the benefit of the community
1. For the implementation of Part 1 (a) of the Project, the Recipient, through the Ministry of Education and Science, ensures that the Coordinating Agency adheres to the principles of a community-based development model when working with Grants under each subproject, organizations providing services and youth groups are selected on a competitive basis based on applications submitted to the Coordinating Agency in accordance with the procedures established by the Operational the Project guide. 2. The Ministry of Education and Science ensures the work of the Coordinating Agency for the implementation of each Grant Agreement under the subproject concluded with the relevant Beneficiary receiving the grant under the subproject, in accordance with the terms agreed with the World Bank, including the following: (a) Grants under the subprojects will be expressed in tenge; (b) The Ministry of Education and Science undertakes to obtain rights for the proper protection of its interests and those of the World Bank, including the following: (i) the right to suspend or terminate the Beneficiary's rights to use the Grant funds under the subproject or to receive a refund of all or part of the amount received in the event of non-fulfillment by the Beneficiary receiving the Grant under the of the subproject, any of their responsibilities provided for in the Grant Agreement under the subproject; (ii) the right to require each Beneficiary receiving a Grant under a subproject to: (A) properly and effectively implement the relevant subproject to teach skills in socially useful activities for the benefit of the community in accordance with sound technical, economic, financial, managerial, environmental and social standards and approaches that meet the requirements of the World Bank, including in accordance with the provisions of the Anti-Corruption Guidelines applicable to other recipients of Grant funds who are not the main Recipient; (B) to provide the necessary resources as soon as possible for the implementation of the relevant subproject for the training of skills in socially useful activities for the benefit of the community; (C) to purchase goods and services funded by the Grant under the subproject, in accordance with the provisions of this Agreement; (D) compliance with policies and procedures to monitor and evaluate the progress of work under the community service skills training subproject and achieve its goals in accordance with indicators that meet the requirements of the World Bank; (E) (1) maintaining a financial management system and preparing financial statements in accordance with generally accepted standards. standards that meet the requirements of the World Bank, ensuring that the operations, resources and costs associated with the implementation of the subproject are reflected; (2) organization of an audit of these financial statements by independent auditors meeting the requirements of the World Bank, at the request of the World Bank, the Ministry of Education and Science or the Project Management Group in accordance with generally accepted auditing standards that meet the requirements of the World Bank, as well as timely provision of audited financial statements to the Recipient and the World Bank; (F) to provide facilities for the verification of the community service skills training subproject, its work and any relevant documentation by the Recipient and the World Bank; (G) to prepare and provide to the Recipient and the World Bank all information that the Recipient or the World Bank may reasonably require in connection with the above. 3. The Recipient exercises his rights under each Grant Agreement within the framework of the subproject, ensuring the protection of the interests of the Recipient and the World Bank and the achievement of the objectives of the Project. In the absence of any other agreement with the World Bank, the Recipient may not assign, modify, cancel or withdraw from any Grant Agreement under the Subproject or any provision thereof.
E. Social Scholarship
The recipient, through the Ministry of Education and Science, undertakes to ensure that the Coordinating Agency provides scholarships covering the cost of living to young project participants participating in a subproject to train skills in socially useful activities for the benefit of the community, either through the organization providing the service or as a group member, in accordance with the amount, frequency, criteria and procedures for replenishing bank cards provided for in the Operational Guidelines for the Project.
Section II. Monitoring, reporting and evaluation of Project activities
But. Project Progress Report; Project Completion Report
1. The Recipient monitors and evaluates the progress of the Project and prepares a Project Implementation Report in accordance with the provisions of Section 2.06 of the Standard Terms and Conditions and based on indicators that meet the requirements of the World Bank. Each Project Implementation Report covers a period of one calendar quarter and is submitted to the World Bank no later than forty-five days after the end of the period covered by the Report. 2. The Recipient shall prepare a Report on the completion of the Project in accordance with the provisions of Section 2.06 of the Standard Conditions. The Project completion Report is submitted to the World Bank no later than two months after the Project is closed.
B. Financial management; Financial reports; Audits
1. The Recipient shall ensure the establishment of a financial management system for the Project that meets the requirements of the World Bank, in accordance with the provisions of Section 2.07 of the Standard Terms. 2. The Recipient undertakes to ensure that quarterly interim unaudited financial reports on the Project are prepared and submitted to the World Bank no later than forty-five days after the end of each calendar quarter, in a form and content that meets the requirements of the World Bank. 3. The Recipient will arrange for an audit of the financial statements of the Project in accordance with the provisions of Section 2.07 (b) of the Standard Terms. Each audit of the financial statements covers the period of one financial year of the Recipient. Financial statements that have been audited for each period are submitted to the World Bank no later than six months after the end of the audit period.
Section III. Making purchases
But. General provisions
1. Guidelines for procurement and consulting services. Purchases of all goods, non-consulting and consulting services necessary for the implementation of the Project and funded from the Grant funds are carried out in accordance with the requirements set out or mentioned: (a) in Section I of the "Guidelines for the Procurement of Goods, Works and Non-consulting Services by World Bank Borrowers under IBRD Loans and IDA Loans and Grants", issued in January 2011 (hereinafter - Procurement Guidelines) and revised in July 2014 for goods, works and non-consulting services, and in Sections I and IV of the "Guidelines for the Selection and Hiring of Consultants by World Bank Borrowers for IBRD Loans and IDA Loans and Grants", issued in January 2011 and revised in July 2014 (hereinafter referred to as the Guidelines selection and recruitment of consultants) in relation to the services of consultants, and (b) in the provisions of this Section III, also detailed in the Procurement Plan. 2. Definitions. The capitalized terms used in this Section below to describe specific procurement methods or the World Bank's review of individual contracts refer to the relevant method described in Sections II and III of the Procurement Manual or in Sections II, III, IV and V of the Consultant Selection and Recruitment Manual, as appropriate.
V. Certain methods of purchasing goods
1. International competitive bidding. Unless otherwise provided in paragraph 2 below, purchases of goods and non-consulting services are carried out on the basis of contracts awarded as a result of international competitive bidding. 2. Other methods of purchasing goods. In addition to international competitive bidding for the purchase of goods under the contracts specified in the Procurement Plan, such methods may be used as: (a) national competitive bidding, taking into account the additional provisions set out in the appendix to annex 2 of this Agreement, (b) purchases on the open market and (c) the conclusion of direct contracts. 3. The goods and services required for the implementation of subprojects to train skills in socially useful activities for the benefit of the community must be purchased in accordance with the procedures specified in the Procurement Guidelines within the Local Community.
C. Certain methods of purchasing consulting services
1. Selection based on the ratio of price and quality. Unless otherwise provided in paragraph 2 below, the procurement of consulting services is carried out within the framework of contracts concluded on the basis of selection based on quality and cost. 2. Other methods of purchasing consulting services. In addition to selection based on quality and cost for the procurement of consulting services within the scope of the assignments specified in the Procurement Plan, methods such as: (a) selection based on a fixed budget, (b) selection at the lowest cost, (c) selection based on the qualifications of the consultant, (d) selection from a single source can be used., as well as (e) the selection of individual consultants.
D. The World Bank's review of procurement solutions
The procurement plan defines those contracts that are subject to preliminary review by the World Bank. All other contracts are subject to subsequent review by the World Bank.
Section IV. Withdrawal of Grant funds
But. General provisions
1. The Recipient may withdraw Grant funds in accordance with the provisions of: (a) Article III of the Standard Terms; (b) this section, as well as (c) additional instructions that the World Bank may specify in the notification to the Recipient (including the World Bank Guidelines on Providing Funds for Projects issued in May 2006, subject to periodic changes made by the World Bank, and as they comply with this Agreement in accordance with the above instructions), to finance eligible expenses, which are presented below in the table in paragraph 2.2. The table below shows the categories of eligible expenses that can be funded from the Grant (hereinafter referred to as the Category), the distribution of Grant amounts for each Category, as well as the percentage of expenses funded under eligible expenses in each Category.:

(a) The term "operating expenses" means reasonable and additional expenses incurred by the Recipient and/or the Project Management Team in connection with the implementation of the Project, maintenance and rental of vehicles and equipment, payment for fuel, stationery and other supplies, insurance of vehicles and equipment, office rent, Internet and communication payments, information system support, payment of expenses related to the transfer of documentation, payment of bank fees, utilities, as well as acceptable travel and transportation expenses, daily subsistence allowance and living expenses, overhead costs incurred by organizations providing services under subprojects for young people, as well as other reasonable expenses directly related to the implementation of Project activities. Operating expenses do not include salaries of officials in the Recipient's public service. (b) The term "training" means expenses (not related to consulting services or training funded by subproject grants) incurred during the implementation of the Project in connection with: (i) reasonable travel expenses, accommodation, meals and daily subsistence allowance incurred by teachers and students in connection with the training; ((ii) The cost of the course; (iii) the rent for the premises and equipment used for the training/seminar; (iv) expenses related to the preparation, receipt, reproduction and distribution of training materials not provided for in this paragraph.
V. Withdrawal conditions; Withdrawal period
1. Regardless of the provisions of Part A of this section, withdrawal of Grant funds is not possible: (a) for payments made prior to the signing of this Agreement; (b) for payments made under Part 1 of the Project prior to the completion of the World Bank-compliant service contract between the Recipient and the Coordinating Agency, as well as until it becomes legally binding and effective in full; or (c) until the establishment of a Project Management Team under the Ministry of Education and Science with developed technical specifications, resources, staffed staff (including, at least, a Project Coordinator, a financial management specialist, a procurement specialist and an interpreter) and allocated appropriate office space that meets the requirements of the World Bank. 2. The closing date specified in Section 3.06 (c) of the Standard Terms and Conditions is December 29, 2017.
Section V. Other obligations
1. Within forty-five days from the date of entry into force of this Agreement, the Project Management Group must have a reporting and accounting system that meets the requirements of the World Bank. 2. No later than twenty days before the mid-term review of the Project, or at a later date acceptable to the World Bank, the Recipient, through the Ministry of Education and Science, undertakes to prepare and submit a mid-term review report that meets the requirements of the World Bank and covers the following aspects: (a) evaluation of the results of the Project so far; (b) any need to modify the Project plan, including the results matrix and performance indicators outlined in Section II.A.1 of Annex 2 to this Agreement; (c) a brief description of the next steps to complete the Project. 3. No later than twenty-four months after the Agreement enters into force, the Recipient undertakes to conduct a mid-term review of the Project implementation together with the World Bank and subsequently implement the Project in accordance with the agreed measures.
ADDENDUM TO APPENDIX 2
NATIONAL COMPETITIVE BIDDING - CHANGES
The procurement procedure, which is followed within the framework of national competitive bidding, is the "Public Procurement through tender" procedure, set out in the Recipient's Law of July 21, 2007 No. 303-III "On Public Procurement" as amended on July 13, 2013 No. 125-V.; however, provided that such a procedure must comply with the provisions of Section I, paragraphs 3.3 and 3.4 of Section III and annex 1 of the Procurement Manual and the following additional provisions: (a) Eligibility: The eligibility of bidders to participate in the procurement process and award them a World Bank-funded contract must comply with Section I of the Procurement Manual; Consequently, a bidder or potential bidder cannot be declared ineligible to enter into contracts with him/her funded by the World Bank, except as provided in Section I of the Procurement Manual. Foreign bidders are allowed to participate in national competitive bidding, and foreign bidders are not required to cooperate with local bidders to qualify for the procurement process. (b) Registration: Competitive bidding is not limited to the participation of pre-registered firms, and foreign participants are not required to register with local authorities as a prerequisite for submitting bids. (c) Preferences: during the evaluation of bids, the facts of preferential treatment based on the nationality of the bidder, the origin of goods, services and labor, local content, the degree of citizen participation and/or any other preferential programs are excluded. (d) Tender documents: Procurement organizations use the relevant standard tender documents, including contract provisions that meet the requirements of the World Bank. (e) Cost estimation: Cost estimation is confidential information and is not subject to disclosure to potential bidders. It is not allowed to reject a competitive offer based on a comparison with the cost estimate and/or the budget ceiling without obtaining the prior written consent of the World Bank. (f) Term of validity of the tender offer: an extension of the term of validity of the tender offer is permissible in exceptional circumstances, at the suggestion of all bidders in writing before the expiration date and for the minimum period necessary to complete the evaluation or conclude the contract, provided that the period is extended only for the minimum period necessary to complete the evaluation and/or the conclusion of a contract, and it does not exceed four (4) weeks. No further requests for additional extensions are allowed without the prior written consent of the World Bank. (g) Submission of bids and opening of envelopes: potential bidders are given at least thirty (30) days from the date of publication of the invitation to bid or receipt of the tender documents, whichever is later, to prepare and submit bids. Envelopes with bids are opened publicly immediately after the deadline for submitting applications. A copy of the envelope opening protocol is provided in a timely manner to all bidders who have submitted their bids, as well as to the World Bank in respect of contracts subject to preliminary review by the World Bank. (H) Qualifications: The qualification criteria are clearly defined in the tender documents. All the criteria specified in the tender documentation and only these criteria are used to determine whether the bidder has the appropriate qualifications. Qualifications are assessed according to the "meets/does not meet" principle, and the point system is not applied. Such an assessment is based solely on the ability and resources of the bidder or potential bidder to effectively execute the contract, taking into account objective and measurable factors, including: (i) relevant general and field-specific experience, as well as satisfactory performance after the execution of the contract and the successful completion of similar contracts over a specified period; (ii) Financial position; and, where appropriate, (iii) the capabilities of construction and/or production equipment. (i) Prequalification procedures and documentation that meet the requirements of the World Bank are applied to contracts for large, complex and/or specialized work. Verification of the information on the basis of which the bidder has passed the prequalification, including the current obligations and capabilities of the participant in relation to personnel and equipment, is carried out at the time of conclusion of the contract. (j) In cases where the prequalification procedure is not applied, the qualifications of the bidder with whom the contract is recommended are evaluated during postqualification, using the qualification criteria specified in the tender documents. (k) Evaluation of the tender offer: the evaluation criteria are clearly defined in the tender documents. The evaluation of bids is carried out in strict accordance with the quantifiable criteria set out in the tender documentation. The evaluation criteria, with the exception of the price, are expressed in monetary terms. The point system and grouping are not applied, and neither a minimum point nor a percentage value is assigned to the price value when evaluating bids. Contestants are not excluded due to insignificant, minor deviations. (l) Contracts are awarded to a qualified bidder whose bid: (i) substantially conforms to the tender documents and (ii) offers the lowest estimated value. There should be no discussion of the price or the nature of the tender offer. (m) Rejection of bids and re-bidding: Bids are not rejected just because they are lower or higher than the estimated value or go beyond the established limit or "group" of bid prices. It is not possible to reject all bids (or a single bid, if only one has been received), cancel the procurement process, or request new bids without the prior written consent of the World Bank. (n) Guarantees: The format and required duration of guarantees are specified in the tender documents. (o) Confidentiality: The process of evaluating bids is confidential until the announcement of the award of the contract. (p) Electronic procurement systems: Electronic procurement systems can be used provided they meet the requirements of the World Bank. (q) Fraud and corruption: In accordance with the Procurement Manual, each tender document and contract contains provisions reflecting the World Bank's policy on the application of sanctions against firms or individuals whose involvement in fraudulent and/or corrupt activities is established in accordance with the Procurement Manual. (r) Right to control and audit: In accordance with the Procurement Manual, each tender document and contract contains provisions reflecting the World Bank's policy on monitoring and auditing accounts, reports and other documents related to the submission of bids and the execution of contracts.

Definitions
(a) "Beneficiary" means an organization providing a service or a youth group receiving a grant under a subproject. (b) "Learning skills in socially useful activities for the benefit of the community" is a youth development project that links elements of positive youth development (for example, participation in public affairs, initiative, support system, safe space and public recognition for positive behavior) with the acquisition of skills and aimed at enriching the learning experience, engaging in civic responsibility young participants and strengthening the Recipient's communities. (c) "Participation in public affairs" means, according to According to Section I.A.3 of Annex 2 to this Agreement, activities aimed at achieving goals that are important to both the young person and benefit the community, including, but not limited to, volunteer activities and activities aimed at improving the well-being of the community. (d) "Guidelines for procurement within the local community" - a guide prepared by the Ministry of Education and Science and meeting the requirements of the World Bank, which sets out in detail the responsibilities and procedures for procurement, and standard documents in the framework of subprojects on public service skills training. (e) "Coordinating Agency" means the organization with which the Recipient has entered into a contract and which is responsible for overseeing the daily implementation of Part 1 of the Project. (f) "Young People's Group" - a group of young people formed according to the criteria of the Operational Guidelines for the Project, to participate in a grant competition for subprojects and implement a subproject to teach skills in socially useful activities for the benefit of the community. (g) "Service Provider Organization" means a civil society, private or public sector organization working with young people in the Recipient's territory, whose regions will be selected to participate in the activities of Part 1 (a) of the Project. (H) "Ministry of Education and Science" means the Ministry of Education and Science of the Recipient or its legal successors. (i) "Procurement Plan" is the procurement plan for the implementation of the Project dated November 4, 2013 and referred to in paragraph 1.16 of the Procurement Guidelines and paragraph 1.24 of the Guidelines for the Selection and Hiring of Consultants, in particular which may be amended from time to time in accordance with the specified paragraphs. (j) "Project Operations Manual" (or PIU) - the manual referred to in Section I.B. Annexes 2 to this Agreement, meeting the requirements of the World Bank and adopted by the Ministry of Education and Science, subject to possible periodic amendments previously agreed with the World Bank. (k) "Subproject Grant" means a grant allocated to an eligible Beneficiary from the Grant funds in accordance with the terms stipulated in the Subproject Grant Agreement. (l) "Subproject Grant Agreement" means an agreement concluded between the Coordinating Agency and the eligible Beneficiary and setting out the conditions for the implementation of a subproject to train skills in socially useful activities at the expense of the grant funds under the subproject. (m) "Social Scholarship" is a monetary payment made in accordance with the criteria outlined in the Operational Guidelines for the Project to each young participant of the subprojects (in the form of an individual debit card) to participate in a subproject to teach skills in socially useful activities for the benefit of the community. (n) "Tenge" is the official currency of the Recipient. (o) "Trust Fund" is a single donor's Trust Fund for energy efficiency and youth corps development programs, funded by funds provided by the Swiss Government represented by the Swiss Office for Development and Cooperation (SHURS) in accordance with the terms of the Trust Fund Management Agreement signed between the World Bank and SHURS on December 19, 2012. (p) "Vulnerable youth groups" - young people: (i) who are not involved in education, work or vocational training while participating in the activities of Part 1 (a) of the Project; or (ii) working but remaining poor. (q) "Young person" - a person residing in the territory of the Republic of Kazakhstan, at least 14 years old, but less than 30 years old, participating in the activities of Part 1 (a) of the Project. (r) "Young people" - an unspecified number of young people participating in the activities of Part 1 of the Project. (s) "Youth Policy" is the Concept of the state youth policy until 2020 "Kazakhstan 2020: the way to the future", approved by the Decree of the Government of the Republic of Kazakhstan dated February 27, 2013 No. 191.
