INTERNATIONAL AGREEMENT ON ESTABLISHMENT IN PARIS INTERNATIONAL EPIZOOTIC BUREAU

THE GOVERNMENTS OF THE REPUBLIC OF ARGENTINA, BELGIUM, BRAZIL, BULGARIA, DENMARK, EGYPT, SPAIN, FINLAND, FRANCE, GREAT BRITAIN, GREECE, GUATEMALA, HUNGARY, ITALY, LUXEMBOURG, MOROCCO, MEXICO, THE PRINCIPALITY OF MONACO, THE NETHERLANDS, PERU, POLAND, PORTUGAL, ROMANIA, SIAM, SWEDEN, SWITZERLAND, THE REPUBLIC OF CZECHOSLOVAKIA AND TUNISIA, Recognizing that it is useful to organize an International Epizootic Bureau, which was mentioned in the proposal made at the International Conference on the Study of Epizootics on May 27, 1921, we decided to conclude an Agreement on this matter and agreed as follows:

ARTICLE 1

The Heads of the Parties to this Agreement undertake to establish and support the International Epizootic Bureau, whose headquarters are located in Paris.

ARTICLE 2

The Bureau functions under the direction and supervision of a Committee composed of delegates from the Signatories to this Agreement. The composition and affiliation of this Committee, as well as the organization and rights of the aforementioned Bureau, are determined by the Organic Statute, which is attached to this Agreement and is considered an integral part of it.

ARTICLE 3

The costs of the establishment and the annual costs of the operation and maintenance of the Bureau shall be covered by the contributions of the Signatories to this Agreement, as set out in the terms of the Organic Statute referred to in Article 2.

ARTICLE 4

The amounts representing the contribution from each Signatory to this Agreement are transferred at the beginning of each year, through an intermediary, the Ministry of Foreign Affairs of the French Republic, to the account of the Cash Register of Deposits and Contributions in Paris, from where they will be spent on necessary needs by orders of the Director of the Bureau.

ARTICLE 5

The Heads of the Signatories to this Agreement reserve the right, by mutual agreement, to make changes to this Agreement, the usefulness of which will be proven by experience.

ARTICLE 6

Governments that have not signed this Agreement may accede to it at their request. This accession shall be notified diplomatically to the French Government, which shall notify the other Signatories to this Agreement, which includes an obligation to contribute to the expenses of the Bureau, in accordance with the conditions specified in Article 3.

ARTICLE 7

This Agreement is ratified under the following conditions: Each Government shall send its instrument of ratification to the French Government as soon as possible, which shall notify the other Signatories of this Agreement. The act of ratification will be kept in the archives of the French Government. This Agreement shall enter into force for each Party from the date of deposit of its instrument of ratification.

ARTICLE 8

This Agreement is concluded for a period of seven years. After this period, it will continue to be valid for the next seven-year period between the Parties who, one year before the end of each period, have not confirmed their intention to terminate the Agreement with subsequent actions regarding this. ON THE BASIS OF WHICH, the undersigned Parties, authorized to sign, finalize this Agreement in one copy, which is certified by seals. This copy will be kept in the archives of the French Government, and certified copies of it will be transmitted diplomatically to the Signatories of this Agreement. This copy must be signed by April 30, 1924 inclusive.

ANNEX TO THE INTERNATIONAL AGREEMENT ORGANIC STATUTE INTERNATIONAL EPIZOOTIC BUREAU

Article 1

The International Epizootic Bureau is established in Paris, subordinate to the States that agree to participate in its functioning.

Article 2

The Bureau may in no way interfere in the administrative activities of various States. It does not depend on the authorities of the country where it is located. It directly corresponds with the highest authorities or bodies responsible, in different countries, for the sanitary supervision of animals.

Article 3

The Government of the French Republic will, at the request of the International Committee referred to in article 6, take the necessary measures to ensure that the Bureau is recognized as an institution of public benefit.

Article 4

The Bureau's main task is: (a) To encourage and coordinate any research or experiments of interest in the pathology or prevention of those infectious diseases of livestock in respect of which international cooperation should be sought; (b) To collect and bring to the attention of Governments and their sanitary institutions facts and documents of general interest concerning the course of epizootic diseases and the means used to control With them; (c) To study draft agreements related to the sanitary care of animals and to make available to the signatory Governments the means to monitor their implementation.

Article 5

Governments shall send to the Bureau: 1) By telegraphic means, a report on the first cases of cattle plague or foot-and-mouth disease detected in a country or in an area previously free of them. 2) At regular intervals, bulletins drawn up according to the model adopted by the Committee, providing information on the existence and prevalence of diseases listed in the following list: bovine distemper rabies foot-and-mouth disease glanders contagious pleuropneumonia accidental illness anthrax swine fever sheep pox The list of diseases to which one or the other of the previous regulations applies may be reviewed by the Committee subject to government approval. Governments inform the Bureau about the measures they are taking to combat epizootics, in particular, about the measures they are installing at the borders to protect their territories from the provenances of infected countries. As far as possible, they respond to requests for information that will be sent to them from the Bureau.

Article 6

The Bureau is supervised and supervised by an International Committee composed of technical representatives appointed by the participating States, one representative from each State.

Article 7

The Bureau Committee meets periodically, at least once a year: the duration of its session is unlimited. The members of the Committee elect, by closed vote, a chairman whose term of office lasts for three years.

Article 8

The functioning of the Bureau is provided by paid staff consisting of: - the Director, - technical staff, - agents necessary for the work of the Bureau. The Director is appointed by the Committee. The Director attends the meetings of the Committee with an advisory voice. The right to appoint and dismiss employees of all categories belongs to the Director, who reports to the Committee.

Article 9

The information collected by the Bureau is communicated to the participating States by means of a bulletin or special messages sent to them either automatically or at their request. Reports regarding the first cases of cattle plague or foot-and-mouth disease are transmitted by telegraph, immediately upon receipt, to Governments and sanitary institutions. The Bureau also periodically reports the results of its activities in official reports to the participating Governments.

Article 10

The newsletter, which is published at least once a month, contains, in particular: 1. General or local laws and regulations published in individual countries regarding transmissible diseases of livestock. 2. Information on the course of infectious diseases of livestock. 3. Statistical data covering the sanitary condition of livestock all over the world. 4. Bibliographic references. The official language of the Bureau and the Bulletin is French, and the Committee may decide that some parts of the Bulletin will be published in other languages.

Article 11

The costs necessary for the functioning of the Bureau are borne by the States that have signed the Agreement and those States that may subsequently accede to it; their contribution is determined on the basis of the following categories:: 1st category of 25 units, 2nd - 20 - 3rd - 15 - 4th - 10 - 5th - 5th - 6th - 3rd - based on five hundred francs per unit. Each State is free to choose the category it wishes to enroll in. Each State is always given the opportunity to enroll in a higher category later.

Article 12

The amount intended for the formation of a reserve fund is deducted from the annual receipts. The amount of this reserve, which cannot exceed the size of the annual budget, will be placed in first-class government securities.

Article 13

The members of the Committee receive remuneration for travel expenses from the funds allocated for the functioning of the Bureau. They also receive a monetary reward for each of the meetings they attended.

Article 14

The Committee sets the amount that should be allocated annually to help provide the Bureau's staff with pensions.

Article 15

The Committee sets its annual budget and approves the expenditure report. He approves the Organic Regulations for the Staff, as well as any regulations necessary for the functioning of the Bureau. These regulations, as well as these regulations, are communicated by the Committee to the participating States and may not be amended without their consent.

Article 16

Data on the management of the Bureau's funds are provided annually to the participating States at the end of the budget year.

1. The notification must be made in accordance with the OIE Terrestrial Animal Health Code (Chapter 1.1.2). 2. Animal diseases that must be notified to the OIE, according to the List of Diseases to be notified, are contained in the OIE Terrestrial Animal Health Code (Section 2.1). 3. The annual total contribution is determined by Article 14 of the Organic Statute.
