To ratify the Protocol on the Procedure for the Entry into Force of International treaties aimed at the formation of contractual-
the legal framework of the Customs Union, withdrawal from them and accession to them, signed in Dushanbe on October 6, 2007.

PROTOCOL on the procedure for the entry into force of international treaties aimed at forming the legal framework of the Customs Union, withdrawal from them and accession to them
The Republic of Belarus, the Republic of Kazakhstan and the Russian Federation, hereinafter referred to as the Parties,
have agreed on the following:
Article 1
The Supreme body of the Customs Union determines the list of international treaties that make up the legal framework of the Customs Union (hereinafter referred to as the List), which consists of two parts:
Part One - international treaties in force within the framework of the EurAsEC,
Part Two - international agreements aimed at completing the formation of the legal framework of the Customs Union.
Article 2
The supreme body of the Customs Union makes a decision on the entry into force of an international treaty included in part two of the List, if there is information from the depositary on the implementation by the Parties of the internal procedures necessary for the entry into force of this international treaty.
Article 3
A Party's withdrawal from any international treaty included in Part two of the List means withdrawal from all international treaties included in Part two of the List. Their validity shall expire for such a Party upon the expiration of 12 months from the date of receipt by the depositary of the notification of withdrawal.
Article 4
After the entry into force of the international treaties included in part two of the List, they are open for accession by other member States of the Eurasian Economic Community, provided that the acceding State agrees to be bound by all international treaties included in part two of the List.
For the acceding State, these international treaties shall enter into force simultaneously upon the expiration of three months from the date of their submission to the depositary of written notifications on the completion of the internal procedures necessary for their entry into force.
Article 5
The provisions of the international treaties included in the List do not prejudice the rights and obligations of the Parties under other international treaties between the Parties, if such treaties provide for a higher degree of integration of the Parties.
The provisions of the international treaties included in the List do not prevent the conclusion of new international treaties between the Parties that meet the specified conditions.
Article 6
Reservations to this Protocol are not allowed.
Article 7
This Protocol shall apply provisionally from the date of signature, is subject to ratification and shall enter into force on the date of receipt by the depositary of the last instrument of ratification.
Done in Dushanbe on October 6, 2007, in one original copy in the Russian language.
The original copy of this Protocol shall be kept by the depositary, which, prior to the transfer of the functions of the depositary to the Customs Union Commission, is the Integration Committee of the Eurasian Economic Community.
The Depositary will send to each Party a certified copy of this Protocol.
