On the termination of the activities of organizational structures of political parties, other public associations and mass social movements in the prosecutor's Office, State security, internal affairs, justice, State arbitration, courts and customs of the Kazakh SSR
Decree of the President of the Kazakh Soviet Socialist Republic No. 405 dated August 22, 1991
In order to ensure the equality of rights of political parties, other public associations and mass social movements pursuing political goals, and the inadmissibility of their influence on law enforcement and the administration of justice
I DECREE:
1. It is prohibited to establish new and existing primary organizations, committees and other organizational structures of political parties, other public associations and mass social movements in the prosecutor's office, state security, internal affairs, justice, state arbitration, courts and customs of the Kazakh SSR.
2. The participation or non-participation of citizens in the activities of political parties, other public associations and mass social movements may not serve as a basis for restricting their rights, including the right to hold any position, unless otherwise established by the legislation of the Kazakh SSR.
3. Persons serving in the prosecutor's office, state security, internal affairs, justice, state arbitration, courts and customs of the Kazakh SSR in their official activities are guided by the requirements of the legislation of the Kazakh SSR and are not bound by decisions of political parties, other public associations and mass social movements.
The above-mentioned category of employees has the right to participate in the activities of political parties, other public associations and mass social movements outside of working hours and outside the bodies of the prosecutor's office, state security, internal affairs, justice, state arbitration, as well as courts and customs of the Kazakh SSR.
4. It is not allowed to combine paid positions in political parties, other public associations and mass social movements with service in the prosecutor's office, state security, internal affairs, justice, state arbitration, courts and customs of the Kazakh SSR.
5. The Cabinet of Ministers of the Kazakh SSR and the executive committees of local Councils of People's Deputies should ensure control over the implementation of this Decree. This Decree comes into force from the date of its publication.
