        Basic rules of interpretation of HS  

     The classification of goods in the Harmonized Commodity Description and Coding System is carried out according to the following Rules: 1. The names of sections, groups and subgroups are given only for the convenience of using the HS; for legal purposes, the classification of goods in the HS is based on the texts of the headings and the corresponding notes to the sections or groups and, unless otherwise provided by such texts, in accordance with the following provisions: 2. (a) Any reference in the name of a commodity item to any product should also be considered as a reference to such product in an incomplete or incomplete form, provided that, being presented in an incomplete or incomplete form, this product has the basic property of a complete or completed product, and should also be considered as a reference to a complete or completed product. a product (or classified in the considered heading as complete or completed by virtue of this Rule) presented in an unassembled or disassembled form.         (b) Any reference in the heading name to a material or substance should also be considered as a reference to mixtures or compounds of that material or substances with other materials or substances. However, when each of the two or more headings relates only to a part of the materials or substances included in a mixture or a multicomponent product, or only to a part of the goods presented in a set for retail sale, these headings should be considered equivalent in relation to this product, even if one of them gives more than full or accurate description of the product.         (b) Mixtures, multicomponent products consisting of different materials or made from different components, and goods presented in retail kits that cannot be classified in accordance with the provisions of Regulation 3 (a), must be classified according to the material or component that gives these goods the main property, provided that this criterion is applicable.         (c) Goods whose classification cannot be carried out in accordance with the provisions of Rule 3 (a) or 3 (b) must be classified in the heading, the latter in ascending order of codes among the headings equally acceptable for consideration in the classification of these goods.         4. Goods whose classification cannot be carried out in accordance with the provisions of the above Rules are classified in the heading corresponding to the goods most similar (close) to the goods in question.         5. In addition to the above-mentioned provisions, the following Rules should apply to the following products: (a) Cases and cases for cameras, musical instruments, rifles, drawing accessories, necklaces, as well as similar containers having a special shape or adapted to accommodate the corresponding product or set of products, suitable for long-term use and presented with the products The products for which it is intended should be classified together with the products packaged in them., if this type of container is usually sold together with these products. For legal purposes, the classification of goods in the subheadings of a heading should be carried out in accordance with the names of the subheadings and the notes related to the subheadings, as well as, mutatis mutandis, the provisions of the above Rules, provided that only the subheadings are comparable at the same level. For the purposes of this Rule, the relevant notes to sections and groups may also apply, unless otherwise specified in the context.
