Basic rules of interpretation of HS

The classification of goods in the Harmonized Commodity Description and Coding System is carried out according to the following Rules: 1. The names of sections, groups and subgroups are given only for the convenience of using the HS; for legal purposes, the classification of goods in the HS is based on the texts of the headings and the corresponding notes to the sections or groups and, unless otherwise provided by such texts, in accordance with the following provisions: 2.
