Article 11. Competence of central executive bodies and other central state bodies having military medical (medical), forensic medical, forensic narcological, forensic psychiatric units On the health of the people and the healthcare system of the Republic of Kazakhstan
1. Central executive bodies and other central state bodies having military medical (medical), forensic medical, forensic narcological, forensic psychiatric units, within the limits of their competence:
1) implement the state policy in the field of healthcare;
2) provide advanced training for employees of military medical (medical) units in accordance with the rules approved by the authorized body;
3) manage the activities of military medical (medical), forensic medical, forensic narcological, forensic psychiatric units;
4) approve the rules of military medical (medical) provision;
5) appoint and dismiss the heads of military medical (medical), forensic medical, forensic narcological, and forensic psychiatric units;
6) ensure the creation and functioning of departmental electronic information resources and information systems, information and communication networks in the field of healthcare;
7) approve the structure of military medical (medical) units, regulations on their activities, unless otherwise provided by the laws of the Republic of Kazakhstan;
8) approve the standard staff and staff standards of military medical (medical), forensic medical, forensic narcological, forensic psychiatric units, unless otherwise provided by the laws of the Republic of Kazakhstan;
9) establish (cancel) restrictive measures, including quarantine, on the territory of troops, divisions and departmental organizations with simultaneous notification of the state body in the field of sanitary and epidemiological welfare of the population and its territorial subdivision;
10) approve the rules for conducting military medical examination and the regulations on military medical examination commissions in coordination with the authorized body.;
11) approve the requirements for the state of health of persons for service in the Armed Forces, other troops and military formations of the Republic of Kazakhstan, state aviation, special state and law enforcement agencies, civil protection agencies, in coordination with the authorized body;
12) establish the procedure and frequency of medical examinations of the relevant contingent in military medical (medical) units (organizations);
13) approve the forms of departmental military medical (medical) statistical reporting;
14) perform other functions stipulated by the laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.
2. The Ministry of Defense of the Republic of Kazakhstan approves the requirements for the state of health of persons for service:
1) in the Armed Forces, other troops and military formations of the Republic of Kazakhstan;
2) in the state aviation of the Republic of Kazakhstan.
3. The Ministry of Internal Affairs of the Republic of Kazakhstan approves:
1) the rules for conducting military medical examination in law enforcement agencies, civil protection agencies and the state courier service of the Republic of Kazakhstan and the regulations on military medical examination commissions in internal affairs bodies in coordination with the authorized body;
2) requirements for the state of health of persons for service in law enforcement agencies and the authorized body in the field of civil protection and the state courier service of the Republic of Kazakhstan, in coordination with the law enforcement agencies of the Republic of Kazakhstan and the authorized body in the field of civil protection.
4. The National Security Committee of the Republic of Kazakhstan approves the requirements for the state of health of persons for service in the national security bodies of the Republic of Kazakhstan.
5. The Office of the President of the Republic of Kazakhstan approves:
1) rules for the provision of medical care, including medical rehabilitation, in subordinate organizations;
2) rules for sending medical specialists from subordinate organizations for training and advanced training abroad;
3) rules for conducting educational events and attracting foreign consultants;
4) other regulatory legal acts in accordance with the legislation of the Republic of Kazakhstan.
