1. The main participants in relations related to construction contracting (including design, survey, expert, research work for construction, manufacture (production) of building materials, products and structures on orders) that are not related to public procurement are the customer or his authorized person and the contractor (general contractor).

2. Contractors (general contractors) are individuals and (or) legal entities (including joint ventures) licensed to carry out certain types of activities in the field of architecture, urban planning and construction.

3. For the construction of construction projects, including unique construction projects and large investment projects, and for "pilot" projects implemented as part of the implementation of treasury support for public procurement, the customer of the construction project (program) may involve accredited legal entities providing engineering services for project management.

4. For the implementation of construction projects, the contracting works of which are not related to public procurement, the customer has the right to conclude a construction contract using standard forms of construction contracts developed by international communities of consulting engineers.

5. The payment procedure for completed contract work is determined by state regulatory documents and (or) a construction contract.

This Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic of Kazakhstan, the formation of a full-fledged habitat and human activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
